This boy is a strongheaded Neko. Mitsuo takes his job VERY seriously and will have a mild dislike for anyone who may seem less focused about it. When talking about shooting practice or anything related to guns, He'll beam and attempt to steal the scene. It's not on purpose, but he's acquired quite the ego related to his shot accuracy and the fact he was always praised about it back in the cadets training. When working, his ego will show a bit causing him to be teasing and snarky in occasions, he'll also tease the culprits he's after, possibly angering them, which is a usually a problem.
Out of the job, Mitsuo is a bit cold at first, but will soon warm up to the person if he enjoys their company. It's hard for him to get overexcited about things, so sometimes it seems like he simply does not care, even though inside He might actually be worrying about it again and again.
Biography:
Mitsuo's family was very poor and he grew up in a bad neighbourhood, where the racism towards Animal Hybrids was displayed constantly. When he was 10, Mitsuo was surrounded by a group of racist-older human children and with the weapons and strength they had, it is possible he could had died that day. However, the young Neko was rescued by a NPF member, who scared the group away and even went as far as to give their parents a warning.
Ever since, Mitsuo has longed to join the NPF himself and protect those that like him, cannot protect themselves. When he finally joined at the age of 21, it was a dream come true, but soon he learned about the hard parts of the job which caused him to mature fast. He was always one of the best shooters on his cadet class, even thought he didn't want to admit it at first. The Neko is proud of NPF and longs for the day he will become a Capitain and command his own team of policeman.
Weapons: 2 Pistols, a Ruby-made knife and a Diamond coated bat
Gear: Normal pistol bullets, A bracelet with gemstone bullets containing self-shattering magic.

Fighting Style: There's a oral warning first and if they do not repent or they try to run, Mitsuo will focus gemstone throws at legs and arms in attempt to incapacitate the criminal to flee. if that fails then there's loads of options: shooting, Making a gemstone weapon and charging closer, keep attacking from far. In case he's out of bullets and incapacitated to use magic, there's still the option of a hand-to-hand combat of kickboxing.
Other: Has some burns and scars from multiple attacks he suffered back in his childhood, most of it on his left arm which is the reason he wears long sleeves so much. His right ear is also chipped.

It's a big white bracelet, encrusted with 14 yellow dots. The dots are in fact Chrysoberyl-made pistol bullets (enough to fill two pistols) that were enchanted to scatter in the air, in smaller but sharper forms, seconds after they leave a gun's barrel. He has those in store for when he cannot use magic, for whatever reason it might be.

Mitsuo is able to create gems out of thin air. They are normally random shaped like crystals with very sharp edges, however, by using more concentration and taking a little longer to summon it, he can also pick a determined shape to his gemstones, like bullet shape, for example. He's not able to do animated constructs of them though, they're just objects.
He can also manipulate his creations (and other gems in the environment) around at will, often launching it towards the enemy position or making them float in the air to deflect incoming attacks. It's like telekinesis, but just with gemstones. Mitsuo needs to be close and seeing what he's manipulating though. He can't use a gemstone that's deep buried in the earth, but if there is a just a glass between him and the object he is manipulating, it works fine.

- Shot Accuracy of 90%: Mitsuo normally hits what he's aiming for. Of course it's harder to hit a moving target (Accuracy becomes 75%).

- Enhanced Agility: Compared to a normal human's, Mitsuo is sharper when it comes to dodging things and making surprising parkour. He can't jump farther though, but he's able to avoid falling (ex: grabbing ledges while in mid-air) better that humans.
