PHYSICAL DESCRIPTION: Cecily is far shorter than a woman her age should be, simply because she is a victim of Turner Syndrome, a genetic disease that halts physical development at the point of puberty. Thus she appears to be an average 12 year old girl, despite being ten years older than she looks. Because proper 'grown-up' clothing for a body her size is difficult to come across, she does end up dressing in young teenage styles regularly. Her hair is waist-length and she colors it a variety of tones whenever she has the opportunity, usually something bright and garish (colors such as cyan, pink and day-glo yellow have been used before).

PSYCHOLOGICAL PROFILE: Cecily is usually upbeat most of the time, especially around her favorite men. When she is in close quarters to one of her crushes, she can be quite sexually aggressive, a disconcerting thing from someone so young-looking. She is prone to sulkiness, dissolving into childish tantrums when she doesn't get her own way. This is usually when she is ordered to stay on task and not be distracted by shops. When she has a gun in hand and a target in sight, she changes and become cold and efficient, able and willing to drop a man or woman without a second thought.


RECORDED HISTORY:


Cecily was the daughter of a commander of the ill-fated rebel movement on Mercury. The man, Hector van Heulen, married her mother, Reiko Kazanagi, and they lived happily up until the resistance against the UEC's martial law resulted in the overthrow of UEC authority on Mercury. At about that same time, Cecily was born and her father hailed her as being the first child to be born to a life of freedom outside the oppression of the UEC. Cecily's life with her parents was almost idyllic, save for her father working long hours assisting with the resistance. Cecily herself was used as a poster-child for the Resistance's new world. Photographers and cameramen were everywhere she went, recording everything from the fun picnics she had with her mother to the combat training she was receiving from her father. Things changed shortly after Cecily's eleventh birthday, rumors that the UEC were planning some sort of major offensive against Mercury and specifically targeting the leadership of the rebels. For the first time, Hector felt the weight of responsibility on him and quietly packed Cecily off to Mars to live with his sister until the danger passed.


Then the year turned to 2272. Cecily watched the leaked footage of the horrors of Mercury's recapture and knew that her parents were gone. She recognised places she'd known, houses that had been friends' homes, military camps her father had taken her to, parks she'd had picnics with her mother in. All strewn with the decaying bodies of the inhabitants, her friends, neighbors and fellow Mercurians. In an effort to draw the girl out of the looming well of despair, her aunt started taking Cecily on long shopping excursions, teaching the girl how to get the best bargains, how to find the cheapest genuine label clothes, how to juggle finances and how to get men to pay for things. Cecily fell into the consumerist world with wild abandon, drowning her feelings of loss in an endless cascade of shopping for shoes, clothes, bags and other accessories. Within a few of years, she and her aunt had almost completely squandered the trust fund her father had secured for her.


When the money finally dried up, Cecily's aunt unceremoniously turned the girl out onto the street, her greed outweighing her familial love. Cecily was suddenly alone and horribly afflicted by an unquenchable desire to shop. But, unlike her heartless aunt, she had another skillset with which she could fund her addiction. While she'd lived with her parents, her father had taught her the fundamentals of self-defense. By age five, she was able to strip, clean and rebuild almost any pistol, and by age nine, she was able to do the same for almost any weapon that was not mounted on a vehicle. At age eight, she could fire a pistol to hit a bull's eye at 200 yards and by age ten, she could hit a mobile target with a sniper rifle at 600 yards. Before she'd left Mercury for the last time, her father had gifted her a pair of good quality fully-automatic pistols and a high-powered sniper rifle. His words about them had been simple, 'Use them only when you have the direst need.'. Alone, homeless and flat broke, she found she had the direst need.


At age fifteen, she found herself working for the Takajima organised crime syndicate as an enforcer. It hadn't been an easy start, most of the men around her were disbelieving of her ability to handle a gun and on more than one occasion she'd had to either prove her skill with a firing range test or defend her own life against rivals. But on any occasion, she excelled, hitting and downing her targets with the cool-headed accuracy of a veteran triggerman. Boss Takajima of the gang took the teenager under his wing, using her as his personal bodyguard and enforcer. No-one ever suspected a cute-looking teen girl of being capable of gunning down fully grown men. As part of her role, she was implanted with an intraosseous medical nanomachine factory, that would assist with injuries sustained in combat. All was well until Cecily's gang bit off more than they could chew and a gang war went badly against them. Once more she was on the run after her boss was killed by a car bomb and her new home raided by cops paid off by their rivals. With nothing more than the clothes on her back, a bag of money snatched from her boss's safe and her trademark weapons, Cecily's now looking for some place safe to be.

Mercury Liberation Army Full-Spectrum Optical Enhancement System (FOES) (7 points)


The FOES visor was originally deployed by UES Special Forces before they moved to the more advanced Augmented Reality Tactical System (ARTS). The FOES visor is a large and quite bulky piece of equipment that must be manually adjusted to the user's head circumferences and eye spacing, since it uses a binocular viewing system, unlike the ARTS visor which uses a panoramic LCD. A shortcoming of the FOES is the lack of peripheral vision, hence it was relegated to rear rank duties, such as dedicated snipers. In this role, FOES had been well used by the MLA prior to the UECs use of biowarfare against them.

Exo-Enhancement Bodysuit.


This device resembles a skin-tight flexible catsuit with an attached power cell unit in the small of the back. The material, while flexible, has some degree of resistance to extreme bending and folding, due to the strength-enhancing fiber membrane that runs throughout the suit. When activated, the suit grants the user exceptional strength in their arms, legs and torso, as well as providing structural reinforcement for lifting and carrying heavy objects. This boost in physical prowess is limited by the power cell's activation lifespan, causing the suit to power down after a period of time dependent on how rigorously the user has worked. The cell recharges using the wearer's own body heat and movement, since replacing the power cell is a long involved process requiring taking the suit off and exposing the interior of the power cell unit.

Defect descriptions:

  • Easily Distracted (Sales) - Cecily's life on Mars was typified as a 'material girl' while she lived with her aunt. She would spend hours roaming the shops and boutiques, seeking out all the most stylish clothes and accessories, especially those from Earth designer houses. After being kicked out by her aunt and left to fend for herself, she still has the itch and when she's not busy will either be window shopping or gazing wistfully at things on the Infoweb. This can, and does, pull her attention away from more immediate things, often to her detriment.
  • -Ism (Ageism) - Cecily suffers from Turner Syndrome, a genetic disease that stopped her body growing and developing normally at the point of puberty. As a result, she has the physical appearance of a young teen, which can have its own issues when it comes to accessing locations and services that are age restricted. Producing her legitimate ID papers results in them being checked for forgery, despite the fact that her false 'Keiko' ID is never given a second glance.
  • Skeleton in the Closet - Cecily used to work as a killer and bodyguard in the employment of Boss Takajima's gang. The job was good, the money was great, but it all went south when Takajima's gang got wiped out by the Jinkazu Crime Family. Now various criminal factions are seeking her out, either to get payback for her actions against them or for the bounty on her head.
  • Wanted - Cecily's guns were put to good effect during her time with the Takajima gang. So much so that after the gang got wiped out, she found out that she was subject to a dead or alive bounty posted by a rival gang. So far a couple of wannabe bounty hunters have tried their luck. It didn't end well for them, Cecily might look like a little girl, but she's capable of defending herself. But will her luck keep holding?
