No, Druid/Wildshaper with the Natural Spell Feat. Then she can be a Super Bear who can cast spells all day. And have a Bear Animal Companion.

3.5 offered many many options. It could be fun even if it wasn't optimal.

Druid's Wild Shape ability = any animal allowed for 1 hour/class level.
Wildshaper = That + a whole lot of bonus features.
Natural Spell = Cast Druid Spells in animal form.
Druid Animal Companion = can be a bear.
Summon Nature's Ally = Can be used to summon many more bears.
Add in other items and abilities and you could cause a Bearmageddon. Which is also the name of a webcomic about a bear-related apocalyptic event.

I've only ever had experience with 5e, and even at that, any D&D group I'm in falls apart T_T
