The D.S.J
General Knowledge
The D.S.J operates as a far stricter and more regimented structure that the Hero Systems employ overseas. It is made up of five separate Divisions: First Response, Rescue, Crisis Management, Enforcement, and Special. Each of these is headed by a Division Director, which all make up a Board that oversees the overall management of the Agency. They report directly to Bundestag, and hold a fairly significant about of cultural and political sway, beyond that of what even the Top Heroes of other countries would enjoy.
  • First Response is what it sounds like. They are centered about being able to arrive at the scene of an incident quickly to manage the chaos and ensure civilian safety. They're mostly made up of speed quirks and healing quirks.
  • Rescue cleans up whatever First Response wasn't able to prevent. They save civilians from dangerous situations, cave ins, and other similar situations. They've also got at fair number of speed users, as well as Quirks that can be used for controlled demolitions.
  • Crisis Management tries to contain ongoing conflicts. They block of villain escape routes and secure key points that might be used against them. They have a lot of defensive and utility quirk users.
  • Enforcement is the brawn of the organization. They're the ones with the unga quirks that can deal damage fast. They are ideally meant to capture criminals, but every member of the Enforcement Division is licensed to kill if necessary.
  • The Special Division is intended to be a smaller, more versatile force than those which belong to the other departments, allowing them to work independently from the rest of the D.S.J. The quirks within vary quite wildly, and unlike they Enforcement Division they are not all licensed for lethal enforcement.
As a member of the Special Division, you are given far more free reign than the primary four. Your duties vary from day to day, as each Squad will be assigned tasks and cases by the Division Director which they are expected to pursue with their own methods. Assigned to each squad is the Scout who assembled them, who will act as a auxiliary leader and guide figure to assist the Squad in their duties. Scouts themselves are specially selected members from any of the five divisions for their competence, and are distributed throughout all the departments as a bridge between the Division Directors and the division proper.

Special Squads are generally assembled in the pursuit of a certain team synergy. They're intended to be a smaller, more versatile force than those which belong to the other departments, allowing them to work independently from the rest of the D.S.J. You will enjoy first class, Agency provided accommodations to ensure ease of deployment, as well as a fairly substantial salary to compensate for the risk of the job.
VS Hero Agencies
  • In an attempt to do away with the competition-based ecosystem bred within traditional Hero systems, the D.S.J has done away with individual rankings. Accolades are distributed to outstanding members of the organization, but it is done so in privacy.
  • The relations between the D.S.J and foreign Hero Agencies tends to be tense. Both sides usually harbor some sort of distrust towards the other, especially in countries where traditional Hero values are greatly prized. The D.S.J has been making attempts to improve this situation, but the going has been slow.
  • The D.S.J's methods have shown to be more effective than traditional ones at combating massive threats, such as terrorist attacks, however, it has conversely seen a spike it the amount of street crime being allowed to slip through the cracks of the justice system. The Special Division was, in part, founded to combat this. Regardless of the Special Division's efforts however, the people seem to have decided to take things into their own hands, as there is a significantly larger number of Vigilante cases within German borders when compared to other countries.
The Academies

The D.S.J Academies are a series of tertiary educational facilities spread throughout German borders that serve to educate, test, and refine any prospect members of the Agency. The curriculum is somewhat similar to that which is taught in more traditional Hero Academies, but there is a greater focus on developing one's efficiency as a member of a team as opposed to an individual Hero. Furthermore, all D.S.J Candidates are educated in subjects that would allow them to operate in other, more traditional areas of law enforcement. This is because education within a D.S.J Academy does not necessarily ensure one's enrollment into the D.S.J proper.

At the end of one's education, they are put through a series of tests alongside the rest of the graduating class, which are observed by any D.S.J Scouts who are looking to hire. Rather than being graded on these tests, successful students will instead simply be offered employment by any Scout that takes interest in them. It is not particularly uncommon for students to finish their tests without being approached at all. If this does occur they are free to reapply on a yearly basis, however most instead opt to transfer into other areas of government.
