The Premise
This interest check begins like so many others with me smugly telling you that monsters, myth, and magic have been real this whole time. Hiding away. What I don't tell you is that we control and cover up the supernatural, cause that would be a lie. We're supposed to, but it's kind of complicated.
We are The Bureau for Anomalous Research and Control. Or B.A.R.C. for short.
We don't really hide the supernatural. We just make sure it doesn't break parole. Literally.
And we're currently hiring parole officers.

The supernatural world was never kept hidden by some secret order or shadow organization, not really. We never had to hide the supernatural. They hid themselves. Most supernaturals tended to adhere to self-isolating behaviors. For some, it's even tradition to remain hidden. And barring that, they at least knew that being found by the zealous townsfolk just itching for a witch hunt was bad for their life expectancy. For most of human history, supernaturals hid themselves, and they did it well. It was easy. Human beings were busy with their own problems and the average villager often didn't even live long enough or have enough influence to make the occasional run-in an issue.

Yeah we had our mishaps and that's where we got a lot of myths. Even fairy tales have some form of truth to them or their characters. But for the most part, everything was fine. Of course, it didn't stay fine. We'd be out of a job if it did.

As human beings modernized the planet like so many little skyscraper building termites, we literally changed the face of the Earth. We were a simple species for millennia and then in the last few hundred years we went from ox-carts to helicopters. We stopped being afraid of the wilds and started building casinos on deserts and carpet bombing tropical jungles. We started trying to dig up or dig out anything and everything, trying to learn everything. Surveillance, industry, science, war. Everything we did made it harder to stay hidden. The world of magic had to adapt.

Most of them chose to move in with us. Figure out how to hide from us, blend in with us. Or at least stay out of sight.

This creates problems. We've just taken millennia of magic history, inter-group relations, traditions, taboos, internal politics, behavior, and a million other things; and we've forced it to cram itself between our fast food joints and public swimming pools.

Most supernaturals were used to having large swaths of territory or isolation freely available. Now we have situations where we've got rival vampire families who've been fighting for thousands of years living four blocks away from each other. The world of magic snuck into our house and started living in our closet. It wasn't long before somebody found out. And they figured they had to do something to keep one world from disrupting the other. Because most supernaturals don't really like each other...

That's where we come in.

Officially establish in the 1860's, B.A.R.C.'s job is to keep the supernatural world safe from humans and most importantly, from itself. We work with the supernaturals, and even employ many of them in order to maintain a balance in our modern, noisy society. Sometimes whether they like it or not. That's why we've got both a hammer and a key on our badge. You either let us in so we can fix the problem or we break the door down, kick your ass, and then fix the problem.

We do not control the supernatural world (even if the word is in our name). It is too big, spread far too wide, and holds too many variables. What we do is police it. We keep them living where we tell them to live. We keep them from hurting humans. We keep them hidden and invisible. We keep them from turning their presence into a problem. We keep them from killing each other.
And when that fails, we come knocking, we figure out who did it, why, and what we're going to do with them. Believe it or not, crime is still a thing in the supernatural world.
Solving that is your job. You're the ones who go investigating when someone slips up and makes a mess.

And we have a lot of messes.

B.A.R.C. will see players solving cases and mysteries, resolving conflicts between supernatural entities, and participating in the juggle that is B.A.R.C.'s job.

This thread will serve as the OOC, Sign-Ups, and will contain a post reserved to act as a Lore booklet. I'm cramming everything in here because I like to keep things in one, easily visible place as opposed to weaving a spiderweb of forum threads everywhere.

This RP's selection process will not be first-come, first-serve. Character applications will be subject to scrutiny and the entries that show more effort and creativity will be selected. While I wish I could give everyone a spot, the cases and RP's general structure aren't designed for large groups of players. If a lot of players sign up, I may seek out a co-GM to set up a second group to allow more of you to play.

As of writing, the group size stands at 5 spots.

In the post below this one, you'll find a large lore post that will serve to inform you about the setting and introduce a few characters and concepts you'll be seeing often. Knowing myself, I'm a wordy person so it'll probably be several walls of text. You don't need to read these all in one go, just what you think might be important to you while making your character and save the rest for a rainy day or something. I'll try and keep the important stuff on top for ease of skimming. I'm not very strict as far lore goes and am generally open to shifting things around in order to accommodate characters so long as the shift is within reason.

Your character's race and background can be whatever you so desire. The world is full of creatures and races of all kinds; and even humans have endless potential.

Below is an example sheet. Yours can be structured however you want, but should include the same general information. Afterwards, those who get chosen will get neat little ID cards similar to the one shown below the sheet.

Your Name: What are you called? The Bureau needs to call you something.
Race: What are you? As in species. If you're human, just write human.
Age: How long have you existed. Keep it reasonable.
Gender: Self explanatory.
Appearance: No images of real life people. Pretty much anything else is fine. You can include an additional blurb below it for more details. If you have more than one appearance, include the others.

Seniority: How long have you been with the Bureau?
Blood Type: Whatcha bleedin'? Can just leave N/A if bleeding does not apply to you.
Next of Kin: Who gets your stuff if you die or become otherwise unrecoverable? Don't overthink it, just a B.A.R.C. release form requirement.
Salary: Leave this blank, that's for me to fill.

Background: Where do you come from? Previous experience? Whatever makes you, you.
Expertise: What do you specialize in? Regardless of race, you should know something. Anything from wilderness hunting, to dead languages to supernatural flora. You never know what you may end up needing.
Personality: What are you like today?

  • Officially established in 1861, the Bureau for Anomalous Research and Control (often colloquially referred to as 'The Barc') has since become the primary broker between the supernatural and the rest of the world.

    B.A.R.C. has divisions all over the globe, including three in North America alone; and even one in the Arctic. B.A.R.C. focuses on everything that has to do with supernaturals. Studying them, keeping them safe, and if need be, eliminating the ones that require it. During its early days, the B.A.R.C. only employed humans. It began allowing the employment of non-humans around the late 1930's. Since then, more and more of their personnel are supernaturals themselves.

    B.A.R.C.'s North American East Coast Division's HQ is located within New York. It's a hide-in-plain sight sort of deal. The building isn't hidden or anything of the sort. There is no sign outside either. It is a featureless, faceless, unmarked building. Just like all the featureless, faceless, unmarked offices and warehouses around it. Above the surface, it actually IS just a bunch of offices. B.A.R.C. offices. Handling our paperwork, making phone calls, and dealing with the general bureaucracy of being an international agency.

    Below ground is where we keep the strange stuff. Many personnel live on-site in the underground complex, and the complex is suited to providing the space necessary. Living quarters, cafeteria, rec rooms, a gymnasium, etc. It's mostly the supernaturals that choose to live on-site since it's easier than being cooped up in an assigned apartment somewhere in the city. Less chances of exposure, and a lot of them just like being able to 'indulge' in their natural appearances. Some humans choose to live on-site as well.

    Below THAT lies most of the HQ's storage, research departments, training courses, and even a large library and vehicle depot. A small detention center exists there as well, for detained or arrested individuals. Whether it's for the night, or while they wait to be moved to a larger detention center. We even have a set of portals that can be used to instantaneously travel from B.A.R.C. HQ to one of its many safehouses and back. Don't expect to use these willy-nilly. The dimension the portals cross through is monitored and the paperwork required to travel through it via portal is extensive. We're technically 'renting' out passage through this realm from a certain someone. They are for official business only.

    B.A.R.C. is split into three major departments. While many duties end up being cross-departmental, and several situations will even see members from all three departments; their jobs are still very much defined.
    • The Department of Civic Anomaly Protection (or D.C.A.P.) is the first, and is also our department. D.C.A.P. (which sounds charmingly close to slang for 'decapitate') involves the settlement, problem resolution, and investigations that need to be taken in and around the supernatural. In short, D.C.A.P. solves the problems that arise from supernaturals having to live among humans.

      D.C.A.P. is unique in that it is the only department that recruits from the other two. Individuals who are interested in D.C.A.P. from A.S.T.R. or O.A.R. are usually allowed to apply. Scientists and researchers from O.A.R. who feel the need to do more out in the field or A.S.T.R. operators who want to start solve issues before the need for a strike team arises.

      Some humans are recruited straight from other areas. And supernaturals are likewise allowed to apply for the program.

      D.C.A.P. Investigators need to be inquisitive and investigative. In short, you're like a detective. You also need to be able to blend in with humans on the job. The means of doing so can vary from person to person. For some, it may be as easy as hiding a tail. For others, an illusionary spell that 'nudges' a viewer into perceiving a human (albeit maybe an ugly one) might be necessary.

      It is also recommended but not required that an Investigator be capable of defending themselves. You will be armed, and firearm training courses are available and recommended. But other methods of defense are fine as well.

      "There are two big misconceptions about the Bureau. The first is that we're some all-powerful, omniscient shadow organization who have eyes and ears in every conceivable place, and that we're watching everyone and anyone 24/7. The second is that we have the manpower and resources to accomplish the first. Now obviously we like to encourage these misconceptions. They're very good at making the average moron think twice before summoning some demon in his garage. But they are, ultimately, misconceptions.

      There is no way to watch everyone at once. We can't exactly station someone outside every door of every member of the Community in every town, city, and graveyard. We do what we can, of course, but the fact is we often don't know someone's doing something bad until after we catch them, or someone else calls it in, or we notice that too many people are going missing where we know we have Community members living. That's why we need D.C.A.P. Because of those moments where we're blissfully unaware that someone's left their territory, or started looking into things that they shouldn't, or God forbid, gone hunting. That's when bad things happen, and the supe's will be supe's. The best we can do, is clean up afterwards, slap some punishments around, and move on."

Background: In 1987 a couple of teens hooked up after a party and did well what teens do. About a month later the girl found out she was pregnant but because of her families heavily religious background they made her keep the child. Months after she ran out with her partner and a few friends to hang out when one of them suggested trying something a little edgy. They had somehow gotten the plans for a ritual summoning of a alter-dimensional creature and being curious teenagers they tried it in an abandoned shack in the woods they usually hung out in. Everything was normal besides the usual spookiness of doing something you probably shouldnt be, until right before finishing the ritual the young lady suddenly went into labor. Being young teens they didnt know what to do and panicked, luckily the young woman and her child were fine. Although the child didnt exactly look like most new borns do. During the panic some of the teens fled and the woman made her way home with the child.
As mentioned before her family was very religious and saw the childs appearance to be a curse for having a baby out of wedlock. Her and family continued to care for the child although its grandparents would be rather harsh, borderline abusive even, thinking it was evil or the wrath of god. Around the age of ten the child began to be able to shift between their human and inhuman appearance voluntarily but was continuously home-schooled by the family. The mother also had gotten married and had another child, a girl, who didnt seem to be affected by anything like the first.
They both grew up rather normally and the first child/Lazarus went off to collage and was planning a career in law enforcement before switching majors and going into horticulture. Then later dropping out entirely and traveling the world to try and 'find himself'. He met with different religious scholars and speakers but never found the answers he was looking for and eventually gave up. Returning to his hometown and getting a regular job, it seemed Lazarus would end up blending in just like a normal human being for the rest of his life. One night he happened to be in the wrong place at the wrong time and witnessed something he shouldnt have involving the murder of one of his neighbors by a supernatural force. Since he was the closest non-human in the surrounding area he was questioned about the event. After being cleared of having anything to do with the case he moved to New York and applied for D.C.A.P. The incident seeming to respark his interest in law and protecting others. Although instead of staying on site like most supernatural personnel he calls a company arranged apartment in Manhattan home.

Expertise:
Human form- Although he has no official qualification, his small amount of time in college criminology courses does give him a little more insight that the average civilian would have plus having a few years under his belt does help a little. Besides that he is able to read, write and speak Latin, Sumerian, and Biblical Hebrew. Has some basic hand to hand combat skills, and first aid. Part of his college time was also spent in greenhouses and gardens during the time he was taking horticulture meaning he knows a bit about plants. Also technically a Ordained Minister.
Inhuman form- When in his original form Lazarus has enhanced running speed of 30 mph, exceptional climbing abilities due to his taloned feet and claws, able to jump 10 feet vertical and roughly 30 feet horizontal when given a running start, wide range of vision due to his unnatural eye shape, enhanced bite with roughly the same force as a human bite but his razor sharp teeth allow him to easily slice through flesh, and thick skin which is slightly more able to withstand temperature differences and small cuts/abrasions.

Personality: Lazarus is a rather professional type of person. When asked about his family he will quickly change the subject and if pressed about it becomes very agitated as he is very protective of his family. His protectiveness does slightly overlap with his team members and take any mishaps that may happen while working on himself for not being good enough. He appears to be rather quick-witted individual and very alert to his surrounding. In some cases he does have a rather hot temper when dealing with high-stress situations especially involving younger individuals. Lazarus often tries to put himself into other peoples shoes and relate to them. He seems to also have a distaste for using his inhuman form and whenever conflict arises will use all of his human abilities before resorting to others.​

Background: Unfortunately, Lolli was caught by a local fisherman during one his deep sea fishing trips. Upon discovering her he placed her in large cooler--which she barely fit in--and some water before hauling it back to shore. He got back during the early morning hours where he quickly started to show other fishermen what he caught. Soon, word got around town and Lolli was put on expose for all to see. One of the local marine biologist, Sahara Bane, was very interested in Lolli and did not appreciate that way the fish women was being treated. Quickly Sahara befriended the girl and they started talking about anatomy. Nothing interested Lolli more than anatomy. Sahara would bring books to read to the women about it and Lolli absorbed the information like a sponge. The B.A.R.C responded to the report that a "fish women" had been found and started to investigate. They managed to rescue Lolli and de-spellthe hype of "fish people." Not knowing what else to do they brought her back to the headquarters. Right at that time they were heading another investigation that involved a body. Lolli took a keen interest in the body and found her way back to the room without telling anyone. There she met their current corner and was able to provide assistance. The current corner appreciated her interest, knowledge, and willingness to learn. He decided to bring her on. That is where she learned a lot of her knowledge. When they made this team they asked if she would like to be apart--and of course she did.

**Was able to purchase a charm that makes her look human when necessary.

Expertise: Mermaid: breathing underwater, swimming up to 30mph, clear vision, communicating with sea animals, emotion sensing, and minor water manipulation. Human: communicating with sea animals, and minor water manipulation. Her expertise is anatomy. That means she can serve as the corner and provide minor medical procedures.
Personality: Due to her being from a different world Lolli is naturally curious about pretty much everything. She enjoys reading, research, and browsing the internet. Normally she is quite good-natured, pleasant, and easy to work with. Definitely a more go with the flow and laid back. Lolli does not have good leader potential--she struggled with delegation and being stern. She believes that they work they are doing is important and will go out the way for people she considers family. Although, mermaids can be quite vengeful when the feel that they are wronged. Just be aware.

Background: Born in the North Sea Lolli was the youngest of seven sisters. It was difficult for her mother and father to support all the little mouths, but somehow they managed. Lolli was always more adventurous than her other siblings and would go out the far reaches of their territory to investigate. One of her favorite places to go was near the shore. Humans--or two leggers as her mother referred to them as--were beings that brought feelings of curiosity forth in waves. Lolli wanted to know everything. It was common knowledge in the mermaid community that mermaids could venture onto land and without water surrounding them their fin would turn to legs, but no mermaid desired to leave their home...besides Lolli. The only problem was while their fins would turn to legs the rest of them would stay the same. Desperate, Lolli sought out the sea witch that lived on the edge of the North Sea. Lolli was successful in finding her, but had to pay a price for the witch's magic. That price was a favor. When the Sea Witch called Lolli had to come. Being young the mermaid thought that was a small price to pay so she agreed. The mark on the middle of her forehead allows her to appear human on land, communicate, and breath. Once getting on land Lolli met Sahara, a young marine biologist how was studying the local fish. Immediately they became friends and hit it off. Sahara taught Lolli about the human world and Lolli taught Sahara about the world below the sea. Never once did Lolli tell Sahara her secret.

Expertise: Mermaid: breathing underwater, swimming up to 30mph, clear vision, communicating with sea animals, enchanting singing (that becomes dispelled when the person knows she is a mermaid) and minor water manipulation. Haha. I honestly thought about it! I was considering having her keeping the the physical appearance but have legs? Still trying to figure it out. I knew I wanted something with water. :)

Will have the final sheet up sometime Monday!

And finished.

I tried to make it that the sea gave her something to appear human, but without looks like the mermaid version but with legs. :)
 
I'm making some last minute checks on players. Once that's done we'll start with the first case.
 
And just to let ya'll know (I don't think I've mentioned this before) the RP will be taking place in 1983. I'm mostly doing this to avoid the convenience of modern high tech equipment in our RP's. Cause I'm a hack.
You'll have to do things the hard way.

So keep that in mind. The Soviet Union is still sitting on the Berlin Wall. Al Pacino just starred in Scarface. And home computers look like this:

That's a Commodore 64 by the way. The gaming PC of the 80's. You can play Ghosts 'n Goblins on it. It's pretty tight.

B.A.R.C. will probably have some high tech stuff for the time cause they're a secret agency and all that; but nothing that wouldn't be inconceivable in the 1980's.


And you're lucky I went with the 80's. My first choice would've been 1976 but I've seen people who have trouble conceiving what we didn'thave in the 90's alone. So I went up a few years >:v
 
I've gotten started on the IC. I'll be dropping us right into our first case. Your characters have been part of the same investigative team for at least three months now; a relatively new team. You know each other, but not well. It's only been three months and a small handful of minor cases.
We'll be starting in Boston, Massachusetts; in a B.A.R.C. safe house not too far from a crime scene that set off enough red flags for the local B.A.R.C. district Warden to call for D.C.A.P. assistance.

You're basically magic Feds in case the previous few weeks haven't made that abundantly clear.

A few things to remember for this RP.

- It is recommended that you take notes or at least keep in mind what you find. A suspect might contradict themselves or a clue may corroborate or disprove a witness statement; and when this happens it will not be made obvious.

- You are encouraged to share notes. But try to keep discussion over notes, theories, and ideas IC. That makes the RP more interesting. If the characters are the ones figuring it out.

- We'll be time skipping here and there and I'll let you know when this happens. I don't really like doing the thing where we RP every waking moment of your existence. If you want your character to have been doing something during the time skip, write it in. If you're unsure if it's possible, let me know.

- Your character shouldn't have a way of knowing information they haven't been given. That means if you read something, but your character is unaware of it, they can't act on it. Don't worry, I'm not the type of GM that kills off players or punishes them; so don't feel the need to get everything right.

- With that said, do feel free to get things wrong. Seriously. If you succeeded in everything, there's no point in telling the story. Don't be afraid of failure. Use it to develop your situation into something more interesting. What's more fun to read about? Someone crossing a bridge unharmed, or someone climbing for their life on a broken rope bridge? Seriously, don't feel pressured to get everything right on the first try.

- It's 1983, put your phone away. It doesn't exist yet. If you wanna make a phone call you have to find an actual landline. Phone booths are handy though.

- Have fun. Or else.
 
Lovely. By the way, Taiga isn't officially from the D.C.A.P., rather, he's an offshoot agent from the O.A.R. that works the field with his gadgets. He'll basically be the tech support/forensics agent, so you can rely on him to upgrade your things (and play Punch Out!! in the NES. Yes, he imported the arcade from Japan.)
