If it makes you feel better I originally thought the picture was a cow but decided to check (by right clicking and selecting 'search google for image') after looking at it closely.
Out of pure curiosity, what would 'controled' avatar state avatar Skill Level be?

Like the cs said, with the right background a 10 is not impossible. Unlikely but not impossible, I would say 7 would , particularly as swordmanship would be rare at this time beyond a hobby activity.

Skill level: 10, formal training in the Navy, as well as her family's assistance. Over her years she has honed her stronger abilities, neglecting those she cares not to learn. Her ability to generate white lightning is her most famous ability. After desertion she has noticed a more natural flow, since she now allows her emotions to flow like her fire.

Any other skills: Hand-to-hand combat, since it was mandatory in the Navy. Basic survival skills, since she has been on the run for the past 6 months. As well as combat knowledge, Rae was one of the best strategist in the Navy before she fled.

Personality: Rae was known for her cold nature in the military, showing little mercy, and her sharp mind. Her sardonic, and calculated attitude in any combat environment led her to success and her prowess in the Fire Nation. But as of her desertion, Rae has allowed herself to begin to let loose. Having a better sense of humor, and a more calculated compassion, she is personally shifting her priorities to become a better person.
Bio: Growing up in the heart of the Fire Nation, her family were royals. Which meant Rae was on a tight leash her entire childhood, never allowed to experience life like a child should. Confined to her studies training, Rae buried her emotions, and did as she was told. Once of age, she was sent into the Navy by her father, and began her career. Starting at the bottom, over the course of 5 years her loyalty and abilities allowed her to rise amongst the other soilders, putting her in line for the next promotion. And that she got, becoming the captain of her own ship, and crew. Her ship known as, "The Whirlwind" was known for its disciplined crew, and its high kill count. Captain Kaiza grew infamous back home, giving girls a role model, and her high kill count impressed Generals and even the Emperor. But Rae herself was unhappy, this wasn't her destiny. She didn't want this life. So, at the age of 29, Rae purposely sunk her vessel, killing almost half of the crew in the frigid waters. Presumed dead for almost a year, Rae began her wild outlaw lifestyle. Skipping from town to town, living her best life. Now with the Fire Nation beginning to get on her trail, Rae has a might challenge to face.

Bio: Born to parents of unknown water tribe decent, from what her adoptive parents said her parents were simple immigrants to Republic City. Sadly the parents passed away at the attempted invasion of Republic city by Kuvari when she was a baby. It was uncertain how she survived but she was found afterwards and taken to a local orphanage where she was raised until she was five. Then she was adopted by what would seem to be a dream couple by any child, Avatar Korra herself and Asami Sato. The two were loving but they were harldy the ideal parents, both were busy with their respective careers and duties seeing little of them particularly Korra as she grew. Still she had an extended near family she could rely on with the rest of Team Avatar and the Air nomads and Asami though at later years attempted to scale down her company work and spend more time with a child.
The wars and later the disappearance of Korra along with much of her extended family was a crashing blow to Ulva who tried her best to assist were she could despite Asami insistence otherwise. With the discovery of the new Avatar she was tasked to go and act as protector to the avatar by the white lotus as much to keep her out harms way as anything else. When she heard of Tashi take over she renounced any connection to the air nomads finding them a corrupt mockery of the true nomads.

Bio: Rorrok was born to a family that lived in the middle ring, his family was among one of the wealthiest families in the middle ring, Rorrok's mother worked as a servant in the Palace, but his father worked as a Royal Earthbender Guard, he was killed by rebelling citizens of the Earth Kingdom, Rorrok's mother went mad from the loss of her husband, Rorrok could no longer care for her and left to work as a Prison Guard and live on his own, Rorrok has been living on his own and working as a Prison Guard ever since.

Personality:
Cade is extremely cocky and obnoxious. He is arrogant and stubborn, not like your traditional Air bender. Cade enjoys annoying people, always angering them for fun or maybe for an escape plan. Either way he enjoys it. Cade is also quite reckless and impulsive, going with his immediate gut feeling rather than sitting back and thinking about something rationally. Cade does however understand the difference between bad and good. Even if he does pass the line, he would never purposely do something worse than maybe steal and finds anyone that does cross the line further deserves to be punished.

Cade has an extreme fear of imprisonment, which lead to his great skill in escaping. He loves the freedom of air but also the stubbornness of the earth.

Bio:
Cade was born to an Air bending family. At a young age his parents dumped him in an earth village after he hadn't expressed any air bending abilities.Cade was a "late bloomer" after only discovering his bending at age eleven. By that age an elderly couple had raised him in the Earth Village and was more like an Earth bender. Cade had been bestowed with extremely powerful air bending powers however he found it hard to bend with his earth mentality. He was raised to complete opposite way of who he was meant to be. Had he discovered his powers earlier, Cade would be an extremely powerful bender but with his earth mentality and late start he still has a long way to go.

However this hasn't stopped Cade form being arrogant and cocky. He believes he can win any fight, never giving up. Cade left the earth village at age fifteen and travelled the earth kingdom. He stole to survive, occasionally making money off illegal fights. A few years later Cade had gotten too cocky and has stolen precious gems from a powerful Nobleman from the Earth kingdom. Cade was captured but escaped not long after and is now hiding, fearing if he got caught again his hands would be amputated for being a thief. His bending meant to much to him.​

Eserter Usades had always yearned for something greater. Perhaps gained from a slight disdain for his father's various low-end occupations or perhaps the sense of wonder instilled in him by his frequently absent mother, a firebender of the White Lotus. Maybe it was simply the machinimas of fate that compelled him to join the United Republic's armed forces. His brother, Amal, followed suit. Amal had always looked up to his brother; He always forced him, albeit inevitably, into being the leader when they embarked on some sort of childish wrong-doing and some not so childish crimes.

It was under the leadership of Tashi where he truly excelled. The pressures of war seemed to bring out a new persona in him. A venomous lust for blood overtook him, yet his mind seemed to sharpen. This newfound ruthlessness and tactical aptitude gained him the favour of Tashi and rose him through the ranks of the New Air Protectorate. This spell was only broken by the death of one man. A death he rightfully holds himself accountable for. The death of his little brother Amal crushed him.

• A set of ovular, lightly tinted goggles regularly kept around her head held up above her forehead.
• A scarf hand woven by her mother which she holds dearly to her heart, often wearing it tied around her neck, the fabric draping over her right or left shoulder above her shirt in an accent of sorts.
• A leather satchel often kept tied to Yanaba's left hip which she generally keeps a few lockpicks and other tinkering tools should she need to sneak in or out somewhere.
• A small leather bound booklet holding various baking recipes given to her by her father when she left with the white lotus.

Personality:
Growing up during her early years of youth in the rough and tumble streets of Ba Sing Se’s lower ring, Yanaba quickly adopted a powerful will and suborn, persistent nature out of necessity, her family not generally having the luxury of letting things hold them back or weigh them down. Being the eldest sibling Yanaba also developed a rather protective nature for her little sister which quickly extended to others whom she holds dear, her ire quick to earn and severe for those who try to bully, manipulate, or otherwise bring harm to those she cares for, and slow to die away afterward.

As a friend Yanaba is very kind if a little passionate, the young avatar generally not one to sit about doing nothing and often eager to seek out new experiences when she can often to the chagrin of her mentors and teachers in the white lotus. Her desire to experience the world around her likely stemmed from constantly shifting around from location to location around the world with the white lotus, the little time she had not moving spent training, and even more scant free time as valuable as gold to enjoy as thoroughly as possible.

Overall if one doesn’t mind the young avatar’s penchant for always seeking new experiences as well as her stubborn if not caring attitude they will find a very loyal and protective friend willing to lay her life on the line for them.

Bio:
Born in the earth kingdom capital of Ba Sing Se as the eldest of two, Yanaba was raised with her siblings by her mother and father in the city's lower ring. The yet-to-be-realized avatar's life growing up was one of simplicity and challenge, but not without care and love. Yanaba's father owned and ran his own small bakery, her mother working along side with him to run their quaint business to provide for their children as best they could. With both her parents being non-benders, Yanaba and her siblings weren't expected to display such gifts, but when she began to display prowess in earth bending at the age of three, her sister similarly so two years later, it was understandable that her parents were both excited and concerned. Unfortunately with their financial situation Yanaba's parents couldn't afford to take their gifted children to any form of bending school to further hone their capabilities, and beside the occasional family treat, much else outside of bare necessities, but that didn't place much an obstacle before Yanaba. Even at a young age Yanaba seemed to display a knack for bending, grasping on such concepts with inherent ease even without any formal teaching.

It wasn't until Yanaba displayed a sudden and violent outburst at the age of six that her parents realized exactly what their eldest daughter was destined for. Said outburst remains rather burned in Yanaba mentally, and physically, the young avatar having lashed out at a boy who had picked a fight with a long time childhood friend. The boy had been a known bully, even garnered a small 'gang' of his which was little more than young boys acting tough, all in similar hardships as Yanaba and her family. Angry words and shoves became thrown fists, and the heat of emotion drew forth a torrent of flame from Yanaba's right clenched hand which quickly ended the fight, and leaving the boy severely burned, but also catching her friend in the crossfire resulting in them being badly burned as well. Yanaba herself caught burns to her right hand trying to put out the flames that had engulfed her friend's clothing before they spread too far. Needless to say the discovery of their daughter being the reincarnated avatar was a bit of a shock and surprise though the method of discovery could have been less violent for sure.

Yanaba's mother and father quickly sought to contact the white lotus, seeing a chance to give even one of their daughters a better life than what they had a chance to take even if the thought of such a responsibility of being of avatar weighed heavily on them both. With the current political wildfire brewing through the world Yanaba's parents both knew that eventually information of their daughter being the avatar would get out as all things do eventually, and ultimately they wished for Yanaba to at least be taught under individuals who wouldn't try to manipulate and twist her to their own personal views. Understandably Yanba didn't quite wish to leave her family, feeling like she was abandoning them even as her parents both reassured such couldn't be farther from the truth. A small respite was her sister's excitement, thinking the idea of being the sister of the avatar quite the stunning discovery, but leaving one's family at such a young age was a struggle. After many long talks and tearful moments, the white lotus eventually came to take Yanaba to undergo her training as the newly discovered avatar.

The coming years of training to become the avatar sent Yanaba through quite a bit of culture shock as she was taken beyond the run down and poor-off streets of Ba Sing Se's lower ring to experience the world beyond. With the current world powers of the four nations amidst unsteady ground at the best, even air temple island wasn't considered a viable place to train the young avatar without concern of outside meddling. Yanaba was taken to numerous white lotus sanctioned locations across the world, ever remaining on the move whenever a certain area seemed to be getting too dangerous to remain. With the new of the avatar having been discovered it wasn't hard to imagine the political powers that be sought the avatar for their own gain, and only failed in doing so thanks to her frequent movement. While she was able to see the world in ways that few could even hope for, Yanaba frequently grew frustrated as the pressure to train and better herself only grew with the world's subsequently escalating problems. She had days when she actually missed waking up in the small bedroom she shared with her sister, not having anything spectacular to look forward to sure, but at least having a sense of normalcy and regularity to her life. The prospect of being the avatar is quite a heavy weight to burden, and while Yanaba works to shoulder it as best she can, she struggles, and will likely continue to do so as matters in the world worsen.

Gear: Tattered military uniform, a bottle of alcohol hanging from the belt. Wears no shoes but carries a coin purse.
Personality: A fractured man, Bo-at struggles with the demons of his past. Often being pessimistic/blunt or methodical the earth- bending master often goes on tangents of silent reflection or unintended rudeness. Being homeless never affected Bo-at much, still keeping himself fed and bathed whenever possible, carrying himself with the firm importance of a Captain of the Royal Army. Due to his PTSD he seems distracted most days, or lost. The only times Bo-at seems himself is when in the ring of the underground bending ring.
Bio: Bo-at was the middle son of five, coming from a proud military family. Soaring above and beyond those of his same age, he achieved Captain in nearly record time wowing all those around him with his earth bending. During a rather dangerous mission, all four of Bo-ats brothers were killed in action, shattering the young captain nearly beyond repair. Leaving the military he was shamed, unable to return home. This did not bother Bo-at, there were too many memories of his brothers at home anyway.

Roaming the streets for nearly a decade he was spotted and recognized by an underground bending promoter. In the ring, this was the first time Bo-at felt alive in many years. A stir in the spirit world shook the ground during one of Bo-ats many naps...something was coming.
