Think the era that guns were first made (around 9th-10th century I think). They're still made and available but only to the royal families. But medieval melee weapons are more common
Kingdom wise? No one. Everyone can be good at it with practice since it's linked with all Fae the same. Elemental magic is considered universal.
Most people who learn it, though, will have been to the Mage's College for at least a year. (Typically)

That's a good question. Normally, it would only happen every 4 weeks, but in Gladefall Isle, it would happen every 2 weeks since time works differently there.
