Mutation can be as simple as you paying a guy to inject you with frog dna or as complex as you going and being completely reconstructed in a test tube. Some people may even be second or third gen mutants

Hell city is literally dog eat dog. Everyones a big bad everyone wants the power. If you think you got what it takes to take the crown then you gotta mow through everyone else to do so! That isn't to say there won't be other things happening in the city that might interest you all.
