Yes, as there does need to be some form of order going around. A way to make sure the innocent people aren't killed or jailed, all the while having an army to help with unjustifiable conflict of war and making sure those that are innocent can live to see tomorrow.

I was thinking making my race kind of like Sigurd, wolf-like, a warrior based society that also has judges and people to investigate crimes.

And the murder of innocents in any unjustifiable fashion falls into Sigurd's domain of being the god of justice, putting a god of trial should be fun.
