Backstory/Lore:
Many years ago, all of the sea folk lived in the western sea, in a kingdom known as Oceania. However, soon, the kingdom became overpopulated. So, in order to keep the population balanced, the merfolk of Oceania sent all of the criminally prosecuted and the outcasts of society to the Eastern Ocean.
Amongst these outcasts is told to be Poseidon, god of the sea, who was an educated merman. He taught the people of the kingdom to create their own kingdom, independent from Oceania, and fend for themselves.
The Siren Kingdom, as it is now called, is relatively peaceful. The people of the kingdom are willing to strike deals with other kingdoms for a good price and celebrations are common. The Sirens live happy, carefree lives, and all is well—just as long as they stay on the Eastern side of the border.

Here's my reccomendation:
Instead of going for a nation of sirens based in the sea, maybe go for one that dwells on the Island of the Eastern Sea, like Fishman's nation in the central-western sea. Maybe you could even incorporate some Sirens into it. With some slight CS Edits you could do it.

Backstory/Lore:
The Kingdom of Morwenna has existed for a very long time, the humans of the kingdom co-existing with the Sirens living in the Eastern sea that surrounded the island nation. However, before their days of peace, over a thousand years ago, the humans and the Sirens lived in a constant struggle against each other, always at war, never at peace. About two hundred years in to the humans' conquest of the kingdom, the king of the Sirens, Neptune, requested a meeting with the king of the humans residing there, Barnabas Finch. After much discussion, it was decided that the humans and the Sirens would do better to help each other out, the humans trading their fine silks and art for knowledge on water magic.

Shakaku is a very calm and gentle young woman, having been raised a Hallimed Diviner. She is disciplined and ladylike, but can be seen as cold and distant. As a youth, she mastered both Snow and Water as a Diviner and is quite proud of it. She dislikes war; therefore, she tends to avoid such things, but she is still willing to make trades and deals, and, if necessary, send her troops out to assist allies of the kingdom.

King of the Sirens. A carefree young king who tends to take a bit too much lightly. A lover of music and the life of the party. Not as important a ruler, seeing as Shakaku makes most of the decisions, but it is required by law that she go to him for affirmation on important decisions anyways.

Wa - God of creation, life, light, fire, and water. Parent of Imika, Kona, Fi, and Wai. The rebel spirit who disobeyed his masters of nature and took an active part in creation. His words transformed the original Dewa Katui and they are now shells of their former selves.
Kona - First son of Wa. The god of darkness, dark magics, and of tactics. Of all of the Wa Katui he is the one who resembles the primordial spirits the greatest. He is the husband of Ubaka and is worshiped throughout Wajii although his main centers of worship are Sujare and Ubakai.
Imika - The second son of Wa. He is the god of death and the end. He is worshiped at his holy city of Imika by the Imikawa of the city and the various regions.
Wai - Third son of Wa. He is the god of water and travelling upon the sea. His name is both attributed to mean both "sea" and "elves", for it is sometimes said that the Elves were raised from the dark depths of the sea.
Fi - The first daughter and fourth child of Wa. She is the counterpoint of Wai and the goddess of fire and war. Out of all of the gods, she is the most aggressive and has had a long lasting grudge with Imika over his devout assassin followers causing her to send her Fiwa to burn down the Imika City.
Ubaka - A strange spirit unrelated to the main host of the Konajii Katui. She is the goddess of passageways, magic, knowledge, and fate. She is the wife of Kona.
Nefu - The grand god. He is the god of wealth, trade, and wine. He is the brother of Hara and her opposite.
Hara - The humble goddess of charity and equality. She is the sister of Nefu, and his opposite.
Eyani - The protector and creator of the Elves of the North who were made separately from the ones of the original Elven landmasses of Konajii and Dejii. Mother of Ubaka.
Binu - The father of Nefu and Hara, a primordial god of duality.
Inwa - Father of Wa, the primordial solar god.
Naru - Mother of Wa, the primordial lunar god.

Backstory/Lore:
After Wa's successful revolution against the primordial Warui Katui, he left Dejii with his children and encouraged birthing new races to experience the joys of life. They were numerous and plentiful, with dozens of types of Wai (Elves in this case). The rebellious spirits passed through Kona and into the Konawai he created. In the year 33, Aku led the first revolution and became the first Emperor in 41 when he conquered Konajii, the heartlands of the different types of Wai. His Empire fell soon after in 74 and the different types of Wai began warring with each other once more. After four years of civil wars, the Nefuwai came into power due to their vast economic resources capable of hiring the largest armies mostly made of Wavuzawai and Fiwai. Near the end of the first century, a conflict between the gods Fi and Nefu caused the Nefuwai to become extinct after Fi's races marched into their lands and slaughtered all of them.
In 104, the Wavuzawai became the dominant race and made the conquered city of Nefu the capital of Konajii. Wa became the first dead Founder Spirit in the year 113 which began the Era of Fulfillment where most of the main creator gods died after giving all of their power to their races. Nefu was the next Founder Spirit to die in 134 at the hands of an Imikawai assassin. In 156, the Poiwai, Hara's race on Poi Silu revolted against the Wavuzawa of Fi's militaristic rule. A race of half-fish, half-Wa, born from the mixture of Wai's divine essence and a creature of the sea had joined the Poiwai's rebellion a year later, taking the waters around Qo Silu to the south of Poi Silu. The Imperial forces of the Konawai begged their god Kona for Ubaka's magical aid in crossing Qo Silu to reach the Poiwai and crush their rebellion. Unable to defeat the Poiwia, the Konawai went to the villages of the Harawai, Hara's personal race, and murdered them all in hopes of ending the war more quickly. A few years later in 161, Hara died as the third Founder. The grieving Poiwai submitted to the Imperial forces and mourned for their god, vowing to always keep Hara close to their hearts. The High Priests of the Poiwa then cut open Hara's body and sliced it into thousands of small pieces for each of the Poiwai to eat so that their vow would stay true. As the second century came to an end, Teko became the Fourth Emperor of Konajii and led the Konawai back to dominance. By now, Nefu was the capital of all royal ruling houses and would stay that way for over a thousand years.
In the years 231 and 237, both Fi and Imika die respectively, both at the hands of each other's races. The Era of Fulfillment came to an end afterwards with most of the Founders dead. In 276, Emperor Teko dies and Konajii is passed to his daughter, Kasane. Kasane's rule starts off with civil strife begin the wizards of the Ubakawai and the Poiwai who were being used as test subjects for spells. Kasane dismisses the changed Poiwai and they leave Konajii to the south, near the lands of Dejii where the Dewai of the primordial gods live after being forced to accept creation. In 299, another mass genocide occurs at the hands of the Fiwai who nearly wipe out the Imikawai for murdering their goddess, Fi.
At Kasane's death in 371, the Empire fell into petty kingdoms once more. The goddess of magic, Ubaka, fails a spell in 390 and falls through space and time to the magical realm of existence called Aterine. Four years later, the Wavuzawai and Fiwai lead joint-conquests to reform the Empire of Konajii.
With no single leader, the Empire splits into a large civil war in the early 400's which sees the Fiwai go extinct in 405. Fourty years after that, Kona, the god of the Konawai and husband to Ubaka begins his famous adventure throughout the world and starts sailing east. In the east, he discovers the Temuwai led by Temu who willingly join with the Empire becoming the first set of lands outside of Konajii, the Kona Silui. The civil war in Konajii ends in 470 with the Wavuzawai victorious under the leadership of Emperor Tuko. At this time Kona leaves Kona Silui with a band of travelers who head further east.
In the sixth century, Kona and his Temuwai followers find a new continent and form their colony there, called Wa Jii. The goddess Koku, daughter of Kona and Ubaka, goes searching for her parents and travels north where she finds a rumored continent full of a strange race completely different than the Wai of the Isles. She travels to the cities of Mrthirn and Idgenk where she learns of Imika's involvement in the north under a different name, Ymx. While Kuko is travelling, the now mad Emperor Tuko attempts genocide of the Poiwai for being historical enemies. It is at the this time that the word for Emperor, "Ekasha", was merged with the word for crazy, "Shinja", to become "Ekashinja".
As Ekashinja Tuko's madness grows, the Qowai declare revolution and aid the Poiwa, honoring their cousin Waiwai who did the same centuries before. The seventh century is filled with general hardship for all and a fracturing of the Empire.
The eight century opens with Imikawai assassin's murdering Ekashinja Tuko in 701. In 703, Haja agrees to divide his power and rule with a Council from all of the race's royal families. In the Eastern continent where Kona founded Wa Jii, he concludes treaties with two nations of men called Sirdiumas and Itan. In a Sirdiumasian port town called Oma, he is accused of being a demon on part of his grey skin. The peasants attack him and a small massacre occurs before Kona and his Wai leave in search of new lands to find his long lost wife. Back in Konajii, the races of Konawai and Ubakawai start fearing their for their gods much more and Suiki, daughter of Kona and Ubaka, enlists a Qowai army to sail north. The Qowai army raids a city called Hasurdabk ran by the Northern Men, unaware that Kona and Koku had met in the city of Vohk on the other side of the Northern Lands.
Kona and Koku find the Awawai in the most northern parts of the Northern Lands where men cannot live where they travel to the city of Eyani and meet with her. It is there that Eyani journeys north through time and space to pull Ubaka back into reality. The Awawa king Hatsu of Awaji submits to Kona and Ubaka and becomes part of the Empire if Ubaka would acknowledge Eyani as her re-birth mother in hopes of elevating his status since Wa leaders are traditionally the closest to the gods. In 850, Kona, Ubaka, and Koku travel back to Konajii and rebel against Haja who had violated that ancient tradition by allowing peasantry into the Council, thus beginning the Era of the Great War. Kona and Ubaka's son, Doken, travels to the forbidden lands of Dejii where the Dewai, who men call demons, rule. While there, he finds an ally in Jina, a goddess of chaos in ever-changing form who grants Doken the power to be a dragon. With few allies, Kona and Ubaka take war to the rest of Konajii and use Jina and Doken in dragon form to neutralize the Qowa navy and attack Poiwa cities. The ash god Sujare unleashed ash storms on the Wavuzai and hindered their war effort. After that, the ice god Hoi froze the water of Konajii for summoned Dewai armies reportedly as large as two million to cross through the Isles at ease. The Northern Men get retribution at the end of the ninth century when they invade the islands of Poi Silu and Wavuza.
Being loyal to Kona's side, the Temuwai set up magical barriers on the northern icebergs of Konajii. In 907, some long-lost forgotten race of Wa called the Iwai, who live in the bowels of the world, came to the surface for the first time. They accepted neutral refugees and their expansions of underground cities to accommodate them caused the volcano of the island of Sujare to erupt, doing great damage to the Konawa war effort. The goddess Eyani joined the war and sent ice storms all throughout the Northern Lands and Hatsu led Awawa armies on campaign. Fleeing Konajii due to the war, Ekashinja Haja, Dasune, Suiki, and the Founder Wai go to Wa Jii and help found Owae Wai as a neutral refuge. Fearing a war on their own land from the refugees, the Sirdiumasians declare war on the entire empire; Konajii, Kona Silui, Wa Jii, and Awaji. The Itans join in war against the Wai, but the Sirdiumasians declare war on the Itans to preserve their image as global enforcers. Doken and Jina leave the war in Konajii and fly north with legions of dragons under their command to terrorize and fight the Northern Men.
In the 1010's Koku travels to Owae Wai to try an arrange an alliance with the city and attempt bringing the Empire back together where a disagreement ends with her killing her wife, and another goddess, Suiki. Following the murder, Koku takes her own life in her misery. The Northern Lands, Sirdiumas, and Itan, forge an alliance and march on Owae Wai where they murder the Founder Wai. Ekashinja Haja and the goddess Dasune flees Owae Wai before dying and end up in the Kona-aligned Kona Silui under Temu's command. The couple falls in love, and with Temu's permission, marries. Temu decides to stop supporting Kona's losing side and supports Haja. Kona and Ubaka commit suicide at the end of the eleventh century when it becomes clear that there was no way to victory, their bodies are preserved by Eyani and kept out of time in Aterine.
In 1111, Ekashinja Haja reclaimed his leading position in Konajii and the Era of the Great War ended after 262 years of fighting. The Great War saw many new inventions and creations as nations converged in one area and began working together with their combined resources. Such inventions were Sirdiumasian Fire, the crossbow, halberds, new armor techniques, and the creation of a new language; Enishi, which was used between nations as a mutually understood language. A period of peace and reconstruction begins and war criminals are imprisoned in the island of Sujare near Mt. Kyakejijun, named after a Dewa Katui.
The period of peace ended in 1223 when the kingdom of Awaji attacked the kingdom of Norsnd in the Northern Lands. In 1257, Ekashinja Haja was poisoned and died soon after, leaving the throne open if his wife, the goddess Dasune could take it. The Iwai declare war on the isle of Sujare and the Konawai release their prisoners from the Great War who form the Kona Gui, a guild of assassins and guerrilla warriors led by Hoi, son of Imika and Eyani. In opposition to the Kona Gui, Temu forms the Shijani as elite guards working to undercover plots and investigate murders. The dragons Doken and Jina manage to penetrate the cities of the Iwai in 1283 and burn most of them down, quelling the conflicts. In 1298, Dasune is officially crowned as Ekashinja and is the first Katu to claim the position.
Wa Jii officially joins the Wa Ekashi in 1348. Afterwards, the growing radical tension began growing as Enishi started spreading more in the Ekashi and all non-Konaishi languages were banned, including Enishi.
In 1421, the Dewa Ekashi, which included Dejii, Kumika Dejii, and Fujijika, declared war on the Wa Ekashi. The dozens of minor nations of Northern Men increase the amount of times they raid ships and get into a conflict with Norsnd and Eftng who take a more foreigner-friendly stance. Sawajii joined the Wa Ekashi peacefully in 1439 in order to defend their continent from the Dewai. In 1456, the Wa Ekashi succeeds and gains part of Kumika Dejii which is renamed Kumika Jii. Following the war, Ekashinja Dasune reforms the ruling Council of the Wa Ekashi. From 1476 to 1480, the rulers of Sawajii, Keme and Yaki, manage to leave the Wa Ekashi.
During the 1500's, the nations of Wai wage war against the Northern Men and Ekashinja Dasune dies during the siege of Ungumor, a small fortified isle where the collective leaders of the Northern Men rule.
In the 1600's, the Wa Ekashi returns and negotiates peace between all foreign powers.
During the 1700's, the Sirdiumasians storm the Wa Ekashi en masse and force them to relocate underground to the cities of the Iwai.
The Aka Plague ravages the entire known world in the 1800's when a band of Okamawai adventurers descended from Poiwai exiled in the days of old returns. It is brought through a parasite that consumes blood and multiplies to fill and effectively take over its host. The host either gives in to the parasitic blood craving or resists until the parasites start dying along with themselves.
The Wai emerged from the depths in the 1900's after the Aka Plague had taken its toll on the Sirdiumasians and they pushed the emerging Empire of the humans from the Isles. This caused another great war in which the Sirdiumasian grand wizards flooded the world. The lands of the Sawai were the first to become fully flooded and the Wai living there began to wear the shells and armor of the underwater crustaceans in their new sunken cities. The rest of the Wai moved to the seas and became a nomadic seafaring people, beginning the Era of the Great Migration.
In the 2000's, they moved east in search of a fabled continent from where the men of Sirdiumas were rumored to originate from. As the ships landed on the shores of a new landmass, the races of Wai divided themselves and became wanderers. It is unclear how long this period lasted as there are varying accounts, but one generally accepted consensus is that space and time are distorted into infinity. As the Wai went further north, time itself accelerated until a time that is on average about 20,000 years had passed. Some report having been sent millions of years through time while others report that nothing happened at all. In the end, careful leadership among the fractured tribes had managed to solve the issue and they came once more to the open sea.
In the 22,100's, they discovered Magna Sirdiumas and lived peacefully for a time. The older generations of Wai, however, had remembered the purpose of their journey and set out. Remembering their dead gods, they brought Kona and Ubaka back to life and sent them as emissaries to the advanced men. The Emperor of the men attempted to murder them, but caused Kona to self-destruct instead. This caused a massive outburst which killed everyone besides Ubaka in the blast and utterly destroyed the government of Magna Sirdiumas. The races of Wai rebelled and began slaughtering the men, hailing Ubaka as their new Ekashinja of the Wa Ekashi. In 22,178, the Wai had secured all of Magna Sirdiumas and renamed it Kuukyojii. They had killed every man on the island and harvested their souls to power the machines of the men as a replacement for the fuel. The blast area had become a toxic lake that made the upper half of the island inhabitable, but the gases coming from it were used in the explosives of Kuukyojii's Infernals and Fire-Breathers.

Backstory/Lore
According to Mortheim legend the beginnings of the great republic was before the time of rifle or iron blades thus to them they believe they are the oldest human civilization though this is just their lore. Beginning from the fluke of Sjela all of mankind were created and from that they expanded. Being guided by the First Born so as to learn the ways of the land to build a self sufficient land so that the mortal suffering they must live with were done so in ease. Living off the land for a good portion of their lives they moved towards industry to help sustain a rapidly growing populace while also improving their military to more modern standards using a combination of technology and magic.
The Republic is lead by a council of voted representatives of each state where the head councilman is voted in by those selected representatives, though his role is to prevent a tie mostly by having two votes but normally he acts as a normal councilman though having some influence he is seen as leader of the Republic.

The Winchester 1866, for example, could fire multiple rounds without reloading.
well I doubt the worth. To be honest if I could pick between smokeless powder and black powder with rifling i'd take the latter in a heartbeat.
Could I go with bolt action smokeless powder? The rules say no tech past 1873 is allowed, but the guy running this has already accepted at least one faction that uses bolt action rifles, which would need some form of intermediate smokeless powder to prevent barrel foul ups.
tech goes up to 1871. By then bolt action rifles had well been in place and used, especially by the Prussians.
But all the bolt actions in 1871 were single shot, repeaters held multiple shots.

Yes, but those were lever action. Bolt action repeaters weren't a think until the... 1880s if I recall. Single shot bolt actions are essentially just shooting, pulling back the bolt, sliding in another round (my rifle, but not your needlers, use metal cartridges so I just slide it in) and firing
