Name: Willo Barrett

Age: 36

Nationality: Outer planets, Reshnit system, planet 4

Species: Human

Appearance:
RKl3YKy.jpg

A man who's appearance does not deviate too far from most humans, though carries the 'toughness' considered common for those of the outer planets. Some might say even a little more than most. He is 6'3, with a focused build that gives him the visage of a powerful man. His head is shaved on the sides, with a thick strip of hair on the top swept over to one side. A beard hugs to his face, the hairs trimmed to show an amount of care for his appearance. His expression is commonly considered 'hardened,' with pronounced cheekbones and lightly sunken eyes. Thankfully, his face is bare when considering tattoos. Regarding scars, one would be hard-pressed to find the faded scars on the lower left half of his face.

Commonly wears a long, thick brown-leather coat. Two lines of seven metal buttons run parallel to each other down the center of the jacket, with wide collars typically layed flat over the shoulders. The jacket opens between the legs a fair distance from the thigh, making it easier for one to walk or run comfortably. The ending rims of the sleeves have a cloth line of red on the outside, which can be tightened by a strand tucked inside. Only two pockets are visible on the outside, though there are a great many along the interior face.

Personality:
Despite his appearance, Willo is not a complete introvert. He tends to be blunt in social interaction, but shows no amount of immediate contempt to strangers. His social personality tends to be relaxed and comedic, though personal discussion is often stiff. In idealogical disagreement, he is rarely not considered bull-headed - Indeed, changing his mind in areas of morality, religion, or justice would seem impossible to most. That is, if he will even continue to engage in the conversation. In justice and morality, he prefers to go largely by his instinctive 'right' and 'wrong,' if he does not allow a superior to choose the correct action for him.

History:
Reshnit-4 is a large planet residing in the edge of the Outer line, just far enough from the Rim to not be included. It has four habitable moons, called 'Reshnit-4A,' 'Reshnit-4B,' 'Reshnit-4C,' and 'Reshnit-4D.' All five inhabitable locations are currently considered part of Reshnit-4 government, or what remains of it. Inhabitants tend to use 'Reshnit' as a blanket term for all inhabitable areas within that system. The planet and its moons continue to rebuild heavy damage to law-enforcement, relations, military, and infrastructure. Culture is a continuing problem of the planet, as the far-left and far-right presences on each mass hold heavily negative opinions of one another. The planet's usage of the new Hirisrref unit is rarely deployed, but engagements are brutal when they come. Otherwise, the planetary army work with reinforcing militia forces to give a presence where situations are the most critical. While the situation in Reshnit-4 and its moons remains strained, it remains stable enough for now.

Though Reshnit was not always like this.

At a very young age, Willo was exposed to the extreme views of 'Freedom' common for much of the systems outside the Union. While minor governments did exist, its power remained limited, and its rule of law debatable. Each resident was an individual, and responsible for their own happiness and well-being. Of course, this also brought a consequence: In order to survive, one had to be tough, one had to be intuitive, one had to be intelligent. One had to rely on themself first and foremost, because the others must do the same. While this mentality tends to be common in the Rim and Outer systems, not everyone is comfortable with the idea. Such a disagreement is exactly what one of the Union's inhabitants was going to bank on, an Andries Thorston. A wealthy inhabitant within the Inner ring, he saw an opportunity in the largely poorly developed non-Union planets. Any man or woman can talk about freedom, but their tone tends to change when they see the greater technology and power other governments can gather. When Thorston arrived on Reshnit, he arrived with a small army of mercenaries and rogue ships. He used his knowledge of commerce to introduce new ways of trade and business - A very welcome insight to the representatives of the planet and moons. Thorston worked his knowledge in any area where trade was involved, slowly worming his way into a position of commercial power. Of course, no one felt the need to oppose him as he was, after all, the most knowledgable in these areas. With control of the money, he was able to control other aspects of the planet - Law-enforcement, the militia, and production. In time, he would use his influence to elect him as a leader. But first he needed to establish the concept of a hierarchy.

So his mercenaries made an example - Drill, demonstrations, and war-games. Coordination and efficiency found only with great amounts of discipline and, in this case, obedience to rank-structure. In essence, perhaps, propaganda. Regardless, where they had a presence, it certainly worked. A deeper hierarchy was integrated into their militia, then law-enforcement, and eventually even in production. Hierarchy was slowly becoming a 'necessary evil,' as the people saw the great efficiency it was capable of. Reshnit's moons would come to follow their example, but only after Andries takes power - And take power he does. Following the changes to their way of life, there is no issue to finding the support he needs to take over. He would come to rule for many years, slowly changing government to strengthen its control - A stronger and more present law-enforcement, a professional military, organized production, and state control over all of this. The mix of efficiency and mass propaganda worked wonders, changing huge swathes of the people throughout the Reshnit system to change their way of things. Though some of the moons' representatives may have wanted to resist, none of them desired pitting their disorganized militia against mercenaries and professional soldiers. They relented.

As time progressed, Thorston's power grew and grew. He was the sole head of state, and the state would oversee all - Freedom of speech, but never to challenge their leader. Freedom to privacy, but only if the state saw no reason to suspect them. Still, some saw it as necessary - A way to keep the new government strong against opposition that existed in all directions. However, some saw it another way: As tyranny. As government power increased, so did these people's opposition to it. Areas slowly became known for the presence of radicals, terrorists, and the opposers of government. These areas would be left to degrade, with funding pumped in too few quantities to keep the area stable. In addition to these groups, gangs and criminal organizations would grow in power. Seeing the deployment of ordinary police as a wasted effort, Thorston turns to a new method: The Militarized Law Enforcement Corps They would be Reshnit's first paramilitary group - A police force given military training, equipment, and tactics. A response unit specializing in high-risk situations where collateral damage is a concern, and they were brutally effective. In the field, they had the training to employ aspects of special forces; rapid HVT arrests, target assassinations, covert sabotage, and even infiltration. However, even they were only like a bandage on a gaping wound; the underground always replaced its missing members, and the rebels found new converts nearly every day. The MLEC act under orders to ensure the rebels never establish far-reaching communications, to ensure they never become a coordinated threat.

The attempts keep the insurgents from establishing their own communications, but another threat comes to challenge Thorston's power: The outer systems who have become displeased over this growing autocracy. Refusal to release his control is met with force - Rogue ships enter the system to lend support to the rebels in a variety of ways: Arms, machinery, and even manpower. The ultimatum was very clear: Release your control, or there will be war. He chose the former.

The four moons fight hard against joined, well-armed insurgent alliances - The Coalition for the Freedom of Reshnit, the New Reshnit Future, the 4B Independents, and the Reshnit Revolutionary Corps. On the main planet, they went under no name, but their presence is the strongest - A combination of Outer planet sympathizers and native rebels. The fighting is brutal, but not one-sided; Thorston digs deep into his coffers, reinforcing the disciplined Reshnit army with various mercenary companies.

Early in the war, many MLEC battalions become stranded at their stations as cities and settlements are overtaken too quickly for them to escape. As the enemy pushes further and further, they are blocked off from any hope of escape. In this situation many are either executed or go into hiding, hoping none of the area's hunters are able to find them. However, 'many' does not mean 'most' - While many choose to hide, most survivors choose to fight, if in the non-traditional sense; the survivors are largely too broken to fight directly, and even at full strength the numbers are too great for them. However, their training played excelently in the realm of guerilla warfare - HVT killings, sabotage, falsified intel, supply disruption, they did it all. As the war progresses, their effectiveness slowly gathers them a terrifying and brutal reputation. The continuation of their efforts are used heavily in Pro-Thorston propaganda, using their successes and bravery to encourage the unturned population and its military. Stories of them were not uncommon amongst the soldiers, though the common citizen merely hoped the war would be over. As stories are passed around, they are given an unofficial name: The Orderguard.

The brutality of the war continues, but Thorston's funding does not. The supporting mercenary companies slowly, one by one, pull out of the war. The remaining military is left on its own, many sections of it fighting bravely but with immense casualties. Thorston goes into hiding as the war reaches its end, leaving any support he had left to fend for itself. The rebels are victorious, but at great cost. Even with the war over, the system is in disarray as various areas must suffer from famine, mass destruction, poverty, and the lack of support due to government collapse. There is small support from off-system rebel allies, but not enough to minimize the issue. There is a flood of refugees to various systems, whether civilians or former soldiers. Many captured MLEC members and mercenaries are tried under heavy suspicion of war-crimes, though equally as many manage to escape with the other refugees.

Willo escapes the planet with the other refugees and is moved to one of the planets closer to the inner ring, while remaining in the outer section. He works a variety of jobs, whether local or legally questionable. Luck comes his way when he picks up word that members of the former Reshnit military have formed a PMC group bound to set up operations in the Inner ring, and are still in need of new mercenaries. He signs himself on, taking small-time security work with black markets and criminal organizations until the membership has grown large enough for the company to move out.

The PMC moves, using the backgrounds of their veterans to start with a minor reputation. It doesn't get them far, but it's enough to be considered an official company and worthy of taking the usual jobs. Their early contracting history is typical, though not exactly 'boring.' However, their reputation with employers improves and they prove to have a strong sense of professionalism. It is thanks to this that they are approached by another, more reputable company: The Devil's Judges. They send recruitment requests to members of the Reshnit company, offering them a better position and better pay if they are able to pass their testing phase. Willo, and many others, leave to join the Judges. He shows himself to be worthy of the membership, with a know-how and experience both in the world of combat such that it has become second-nature to him. With the Devil's Judges, he finds a wider web of employers and contacts. With that, of course, greater compensation. However, with the wider reach of brokers he is given an opportunity to garner his own personal reputation. While this never makes him any amount of legend within the mercenary world, it does keep him in the minds of some employers.

The company primarily takes jobs from the Union, where a well-known consistency in their discretion has opened the door to the high-end work. Surprisingly, some mercenaries can be trusted. Somewhat, anyway. Willo spends the majority of his mercenary career with the Judges, primarily hunting pirates and black markets. Late into his career, he establishes his own small web of contacts to better establish a name for himself in the future, when he plans to split off and work as a freelancer. It takes time, but his impressive portfolio can hardly be ignored. He's offered a job from Mr. Roswell in Edison as a personal bodyguard, and he currently remains under contract
