Well the simplest way is to hit the interest checks of whatever type of roleplay your interested in.
Example : Your looking for 1x1 partners than you would go : 1x1 Interest Checks
If your looking to do a fandom roleplay you would go : Fandom Interest Checks
All the groups have interest check forums below them here : Roleplays | RpNation.com - Best Roleplay Forum
The second way is to make your own interest check and just see who responds.
As to your second question you just got to put yourself out there and keep trying. There is sadly no magic formula for finding only the best type of people. It's a whole lot of trying things out with different people and seeing who clicks best with you.
