The Anti-Villain Department (AVD) is a sector of the MegaMetro Police Department (MMPD) dedicated solely to stopping villains and creating innovative solutions to prevent villains from attacking. However, the MMPD has no control over the AVD, and vice versa. There are approximately 10,000 AVD police officers, 1,500 scientists, and 1,000 weapon developers in the Department.

The AVD was founded on August 4th, 1916, by the then-Mayor of MegaMetro. The AVD was created following MegaMetro’s first major attack from a villain. The sole purpose of the AVD was to fight and stop any villains attacking the city. When it was founded, there was only one section of the AVD- and that was the police officers who stopped villains.

However, less than a decade later, in 1923, things drastically changed for the AVD. The then-Mayor was still concerned with the power of the police officers. They were convinced that they weren’t powerful enough against villains. The then-Mayor split the AVD into three sections: the Department of Villain Fighting (DVF), the Department of Power Research (DPR), and the Department of Weapon Development (DWD).

The Mayor’s belief was that the AVD could only be powerful against villains if they knew the nature of people with powers. If they did, they could develop weapons to fit the certain weapons. The Mayor commanded the AVD to kidnap around five heroes. They were brought to the DPR, and horrible experiments were done. Some of them died, some were scarred forever, and the survivors were kept in the labs for the rest of their lives. This incident is only known by a few government officials, and remains secret to this day.

The DPR was impressed with the results that they received from their tests. The results were successful. They now knew every little thing about the heroes’ powers. The results were delivered to the DWD, so they could make weapons designed to combat the powers of the heroes. Technology was less advanced back then, so weapon development typically took five to ten years. The Mayor commanded that more heroes would be kidnapped.

This continued in the AVD for a long time. In 1947, the then-Mayor decided to split up the DPR into two sections: the Department of Power Experimentation (DPE), and the Department of Power Studies (DPS). The DPE was dedicated for the experimentation on the heroes, in the labs, while the DPS analyzed the results and then sent them to the DWD for weapon development. The kidnapping of Envoys continued.

But in 1970, the AVD underwent a significant change. They were to torture heroes who refused to give up any information or refused to have their powers experimented on. Methods of torture included and still include burning, drowning, use of weapons, exposure to poisonous gases, rape, and much more.

Throughout the next two decades, the AVD focused primarily on expanding their technology and arsenal. The Heroican Military gave them new technologies, so the AVD could make weapons faster. Production of weapons went from taking a decade to taking one to three years. And in 2000, the AVD started making extremely high tech weapons and devices for their officers to use. They were completed in 2013. However, following the theft of one of these new devices, the weapons were shipped off to an unknown Heroican Military base.

The DVF is perhaps the only sector of the AVD that hasn’t changed much. There is a Supreme Chief who is the head of the DVF and controls their operations. The DPR has changed the most, and they deal with the science of Envoy powers. There is a Head Experimenter who leads the DPE, a Head Researcher who leads the DPS, and a Head Scientist who controls both branches and the entire DPR. The DWD deals with the creation of weapons. There is a Head Developer of the DWD. There is also a President who leads the entire AVD. However, he is rarely seen in public.

The AVD has its headquarters located in North Tarporley. The HQ is made up of three buildings, one for each sector. The DVF HQ consists of only three floors, and has a police lounge, meeting rooms, and garages. The President’s office is also located here. The DPR HQ consists of many floors, most of which are underground. One half of the building is for the DPE, and other for the DPS. The DPR HQ has testing labs, interrogation rooms, prisoner cells, meeting rooms, research rooms, computer labs, and garages for deliveries. The DWD HQ also consists of several underground floors. It is made up of research rooms, meeting rooms, weapon creating rooms, and many delivery garages.

This is the AVD. They are dedicated to stopping villains. They create high technology devices. They study and analyze the powers of Envoys. They are the Anti-Villain Department.
