Defense Agency: Made to bring together heroes and battle a common enemy in the Savage Wars, this agency has created some of the city's most famous heroes and is the #1 agency on most hero's lists, this all also makes it hard to join the agency. The agency works on a basis of ranks going from E to A depending your rank will decide what type of missions you're allowed to go on and what resources are available to you.

Heroes for the Protection of Humanity (HPH): Formed as an agency focused on providing heroes with more freedom and flexibility, the agencies heads have committed to allowing their heroes to save and help people however they want (within reason). All their resources are available to anyone who joins but they don't have as many resources as other agencies.

Elementals: Small group of heroes who annually recruit 1 new hero to take up a slot and be given some kind of elemental power, those who already have elemental powers have a better chance to get in.

Real Name: Cordelia Blackwood

Personality: If anyone knows Cordelia, they know a quirky, focused lady who works with technology and honors her family. Rarely angry though rarely delighted as well, Cordelia has long shed the troublesome thing called 'emotion.' She may smile or frown, but there's no genuine feeling in it, then it disappears quickly. However, you could describe her as 'caring' due to the side of her that seems thoughtful of those around her, often making decisions that would benefit the most amount of people. She makes it her duty to track down the source of her frustrations and to bring swift vengeance.

Bio/History:
Cordelia Blackwood was born to Charles and Amalie Blackwood. They weren't rich, making just enough money to get by. One day, Cordelia's father got another job with better pay, and the family started to think that there was light at the end of the tunnel. Everything, was in fact, going well. Cordelia and her mother bought a better home, and she was able to have some freedom.
But, that all changed one day. It was around 11 p.m, and Cordelia was sleeping while her father was coming back from work. He made it only to the driveway when he was killed. The killers then stormed into the home, taking what they wanted and leaving the house in almost complete disrepair. Cordelia and her mother hid in the attic and didn't come out until the next week.
With her father dead and her mother worrying about their lives, Cordelia's family fell back into the poverty hole that they had just escaped from. Still shaken by the current events, Cordelia swore that she would do whatever it took to find her fathers killer, and put him in his place.
Because her mother was usually away from the house, visiting the bank or working as a maid, Cordelia had time to herself. That's when she got into technology. First, it started with taking things apart. Then, she started hacking. It came naturally to her, but she didn't do what most people would think that she did. Cordelia, never once thought about taking things from others. That reason is why she's perfect for becoming a superhero. And she did.

Skills: Short-distance combat, hacking. She can also tell if someone is lying (but that's only with people who haven't gone to school for it).
