They are very subtle and only the highest of high ranks know of them, they don't even exist if you look at the records, They run what is know as The Freedom Project. Though unlike it sounds, and as you most likely know, they are cruel and merciless. They treat they're experiments terribly, and give them not human right, most can't even read or write. The only experiments who are treated with the slightest about of compassion are the successes, but even then condisions are still terrible, cages that are too small, but bigger then the failure's cages. The failure are destined to die, whether now or later, used for target practice, side experiments, or just left to die.
