Twos and Threes - There are two kinda of people: the legal children, and Thirds.

This one's a little different than my others; no magic, no powers, no special abilities (I will allow crazily coloured hair and eyes though, just no rainbows or more than two colours). The charies can have a talent, but not something supernatural or whatnot and they have to have limits/weaknesses.
This one is set in a not so distant future, where the United States is on the brink of war and an underground movement is going on (not an earthquake, a revolution). The Internet in this time is on...
