CCG

The Commission of Counter Ghoul, usually abbreviated as CCG, is a federal agency in modern day Tokyo and serves as a criminal investigative body in cases connected to ghouls.

The Ghoul Countermeasures Law is the legal foundation for the CCG's prosecution of ghouls. The CCG's headquarters are in the 1st ward.

The ghouls commonly call the ghoul investigators Doves, a nickname originating from the CCG's seal.

Most Ghoul investigators in the CCG use Quinques, a weapon manufactured from a ghoul's kagune/kakuhou. Quinques are made solely to exterminate ghouls and are considered the new generation of technology. Ghoul investigators transport them in bags or suitcases to store the weapon. However, only Rank 2 ghoul investigators and up are permitted to use quinque.

Yūgen

Yūgen is an oppression resistance organization founded by Ghouls. Their primary goal is to create a world where both humans and ghouls can coexist together peacefully. Their first plan to achieve this was to bring the CCG to their headquarters to discuss a possible peace treaty. However, the CCG members were mysteriously ambushed by a group of ghouls when on their way to the meeting, causing the possibility of a peace treaty to be called off. As a result, Yūgen now lives quietly among the shadows of Tokyo, traveling district to district to keep a low profile.
