No cat has ever given a human a straight answer~

During the days of the war, many soldiers lost their lives and the militaries of the different kingdoms aren't too happy with this outcome. The Creatures of Grimm weren't making it any easier either. Some of the largest minds during the war thought 'why not use the monsters to fight instead of our men and women'. Thus the project was born, well, individually. The four kingdoms worked on the project their own way, but they all would get the same result. The Grimm were going to be used as a weapon, but when the Grimm became injured and died, their bodies would disappear is puffs of black smoke, leaving only their masks behind. This frustrated the scientists to no end and the project was halted indefinitely for the duration of the war.

It wasn't until after the war, a few years later, the project was brought up. This time with new vigor. The four kingdoms' militaries put their knowledge together on the project. Reviewing the conclusions of each test done to the Grimm, one thing was clear, while the Grimm were powerful, they were still fragile when injured, turning to dust and completely disappear. It wasn't until one of the scientists got an idea. An idea which stuck for the remainder of the Project, to use people in substitute for the Grimm. At first, the idea was outlandish and crude until it was realized, a human or Faunus were easier to kill, but they didn't immediately die from a nearly fatal injury. It wouldn't be long until this was tested, seeing if it would work. While there were casualties, the testing was a success. The Project was allowed to continue under its new name...

Project Grimm.

Humans and Faunus were taken in as patients and injected with the genes of different Grimm to see which was compatible with that human or Faunus. The Militaries and a few manufacturers of Dust were told of the Project, in hopes of receiving funding for it. The experiments consisted of fusing and forcing the soul of the person to fight for the lives against another Grimm. The Human or Faunus would first be injected with the gene of the chosen Grimm. From there, they scientists wait and watch the subject, seeing if their body would reject or accept the new gene. 8 out of 10 subjects would reject it. If rejected, they just put another gene in from a different Grimm, repeating the process until one was accepted. Once they had accepted the gene, that is when the testing would start.

The human or Faunus was placed under great duress, mainly in the soul area. The pain is both physical and spiritual. The soul is in a constant fight with the Grimm inside, fighting over the body. Sadly, the fights normally end with the death of the person. When the person had succeeded in all of the tests, they are placed in a medical coma to relax them. Unfortunately, the success rate wasn't that high and it caused a lot of death within the facility. When the subject died their body was dumped in some part of Remnant to be found by a passerby. This would continue for the next 75 to 80 years.

As the years went by, within the kingdoms, there were still problems. Dust was being taken from Dust shops and making the owners have to raise the prices to make up for the missing dust. Robotic soldiers were soon placed on the streets to hopefully make it a bit safer. This would only fuel Project Grimm more to continue making the super soldiers. While the survival rate didn't rise, the potential in stronger patients did. Both Faunus and Humans were starting to become more compatible with the Grimm gene and this pleased the higher ups.

Sadly, the need for freedom had increased over the years with the newer generation. The military has tried to go to extreme measures to make sure none of the patients escaped. Sadly, this didn't stop them. There have been few reports of the Grimm patients escaping, while some have been captured, other still elude the military. This has frustrated the higher-ups for a few years and they are just hoping no one finds out about their darkest secret.
