Personality: Lilly appears very peppy and optimistic, but that's only her facade. She can be happy, but she has a more pessimistic and cynical view of the world. Her peppy voice is often said to be one of the most frightening things about her, at least said by the few who have survived an encounter with her. She uses vulgar language and yells a lot. She can easily lose her temper when "working," but otherwise she seems like a cheerful person and a good friend.

Equipment/Gadgets/Implants/Etc: The ribbon whip she holds can wind up and substitute the ribbon for barbed wire. She has a number of short daggers that she keeps in her boots and lined in the puffy sleeves of her costume.
Abilities/Skills: She's very manipulative through the use of her emotions and appearance. She's tough for her small size and is skilled in hand to hand combat and melee weapons.
Weaknesses: she's "vertically challenged" and can easily be angered by drunkards. Her psychotic need to defend women means she will go by any means to spill the blood of those who threaten them. She's no good with guns or range weapons.
