This was mentioned in another post, but the Index codifies folk tales/fairy tales.  Some myths and legends also fit in with the motifs included in the Index, despite not being fairy tales.  


 What's the difference?

So, while actual novels, like Peter Pan and the Oz books aren't actually fairy tales, the fact that so many people have treated them as such for so long has allowed the Narrative to make them a part of its arsenal.
