Bayside Harbor is a small town located along the coastline of the Black Pearl Bay. It is sparsely populated and many of the locals know each other. During holiday seasons, waves of tourists make their way to the town, and much of the local economy is fueled by these visits. Sea sports like surfing and scuba diving are popular, and there are many boats that tour the bay during the daytime. The tourists can be a bit of a nuisance at times, but their visits are encouraged through themed festivals and holidays that are based around the local legends of pirates, merfolk, and sea monsters.
The local school is small, but offers classes from primary school through high school. There is also a local college that specializes in marine science. The town is home to many fishermen who take their boats out during the day and gather at the pubs during the night. There is a marine science lab and an aquarium. Overall the town is a very pleasant and fun place to live, but there are also many secrets. It may not be quite as safe as it first appears.

The group of merfolk who live in the Black Pearl Bay are a collection of many different species. Some were separated from their original groups, while others elected to travel to the bay on their own. They have a fairly tight knit group, and many live amongst humans themselves. Their ideals are to live peacefully near or among the humans who have made their homes there. In order to achieve this, they keep their existence a secret. There is safety in numbers and the merfolk look out for each other.
There are some who do not share these ideals however. The merfolk who live in the deep waters near the edge of the bay are hostile towards humans and the merfolk who elect to live peacefully among them. For their own reasons, they often cause conflict where they can. Thus, it is up to the merfolk living in the bay to protect their home, fellow clan members, and the humans of the nearby town.
Few of the merfolk who reside in or near the bay remain unaligned, but there are some who keep to themselves. They may live on land and hide their identity entirely, or they may make their own homes in the waters of the Black Pearl Bay.
