There is a population problem, and at the same time there are too few jobs to go around. Most humans are students, police, government agents or politicians, scientists, doctors, engineers, CEOs, or actors. Artificial intelligence handles the rest. The arts have disappeared, and anyone that dares attempt it without the wealth and influence to back them up tends to disappear as well. Novels are almost as rare as entertainment that doesn’t contain propaganda- that is, nonexistent- and those who think too much have it all medicated away.
Add in the fear of terrorist attacks and a curfew, some androids, euthanasia, the rare (and expensive) prototype cybernetic enhancement, a tracker in the chip necessary for anything in your everyday life, fabric touch screens, superpowers, and public transportation as the only way to get around, and you have New Rhyne.

Not a rule, but please consider joining the discord here! - May whatever you believe in help you if you’re caught breaking the law. Whether it’s jaywalking, smoking marijuana, wearing a hood, getting found with a weapon on you, or anything in between, you’re going to jail, and that means a minimum sentence of at least ten years, which most prisoners do not live through, perhaps because of the taxing labor they are expected to perform.
Even if you manage to survive your sentence, the barcode you got when you were put in the system tells everyone just where you've been, leading to a lower prioritization for housing and more limited job opportunities. There's a reason most prisoners end up becoming villains or their henchmen.
Worst of all, if a child is born to someone in prison, they are never registered or given a chip, laboring in the prison system forever. The silver lining is children of this kind that escape are a commodity- moreso than children in general- as they are free of chips and trackers, can handle physical stress, and know how to avoid detection. - Anything can cause a superpower- some people are born with a mutation, while others may have picked up a cursed amulet- someone might have even gotten bit by a radioactive spider. The world's your playground here, so go wild.
Getting tested for powers is a normal part of any check-up. As soon as powers are detected, a person will be registered. For those whose powers are difficult to control or in some way painful, there is an extremely expensive- and ridiculed- pill capable of dampening one’s abilities, and it is completely legal- not that it matters much when the only way to get enough to make life bearable is to be rich.
Of course, if you're desperate enough you could always go, do something stupid and find the military-grade version implanted in your side... though you'd likely find an official at your door before then. - HEROES
One of the options for those who register their abilities is to become a hero. Once you reach the point where you can no longer function in normal society, this stops being an option and you are contacted, at which point you either join willingly or are taken for training.
Heroes generally live lives disconnected from the rest of society, in their own building with personal doctors and chefs, their own apartments, and no contact with those outside their bubble unless they are fighting villainy, terrorism, or are participating in a photo op.
VILLAINS
Most crimes are defined as villainy, especially those in some way involving powers. Most villains tend to stick to and live in the glitched zones, which are regularly raided by the police and beginning to be targeted by drives for reconstruction. Most career villains have had their chip removed so they can no longer be tracked.
