Despite everything that transpired during and after Order 66 and Order 37, Shal remained to be what the primary example of a jedi would: kind, compassionate, and verse-spoken. He is less strict on the students he takes under his wing than his fellow masters, but expects more from them and has them prove they want to learn his teachings of the force. To his padawans, he acts as a sort of father figure.

Hailing from the native world of all Togruta, Shili, Shal Toh was discovered by the jedi order at the age of 3. Although at the time of his training as a youngling his skills with the lightsaber were lthat of a normal youngling's level, Shal seemed to absolutely excel in the force, often even using it to stop an opponent's blade mid swing in duels without raising a hand. This caught the attention of Master Eeth Koth, a tan-skinned zabrak and member of the high council. Under his tutelage, Shal not only became a great duelist, but a powerful force user as well. This led him to become a Jedi Consular after passing his knight trials.

When Order 66 occurs, a side of Shal that he never thought he had was discovered. Watching and feeling his comrades cry out in agony then fall silent through blaster fire caused him to snap. An unbelievable power surged through him as he killed every single clone in his battalion to avenge his friends. It was the power of hate, of grief...of anger. After the massacre, he truly saw the outcome of his work, his judgement no longer clouded by the dark side. He collapsed to his knees as the broken, decapitated, and maimed soldiers lie motionless at his feet. After this incident, he knew it was time to gather The Hidden Order.
