With the 10 post/ 24 hour, does it have to be both, or is it one or the other? And just to clarify I can't talk to anybody threw my messages until I do this? Is tree anything I should know?

• Why can't I send a PM?
  New users must be members for 24 hours and have 10 posts before having the permission to send PMs, or Conversations as they are called here.
  If you do your 10th post and it has been 24 hours, please wait 30 minutes for the site to update with your new permissions.

Also - if someone sends you a PM, you can respond - the restriction is on initiating conversations with other users
