Ye, my understanding also, but should it be? Initiative is based on reach, hence a grand diaklave has the highest. A bow has much longer reach....

Though, if you are out of the melee range, the daiklave user doesn't even get to act that turn... given that guy doesn't use those I shoot blade of energy at my enemy with my Orichalcum Greater Royal Grand Daiklave of Glorious Solar Justice Charms.

 The supposed justification is that you're not swinging the bow; therefore, its reach is effectively one's hand--+0. Hey, I didn't design it.

A bow has a longer range, yes, but not a longer reach. Arrows take some time to travel to their targets.
