Hi, I received a pm from another user so that we could discuss our rp, but when I tried to start a new conversation for the actual roleplay, it said that I could not send the user a pm. It didn't state why. For some reason they can pm me, but I can't start a new pm with them.

I'm not seeing any reason why you can't. Can you try creating a Staff Contact thread with the text you tried to PM, so that we can see if there's anything there causing a problem?
