Do-gooders that work on their own terms and help people by their own rules.
Suiren - Water manipulation - Perhaps one of the more violent vigilantes, Suiren is an incredibly powerful super who is known to leave more bodies in turn for the one she saves, thus, is more feared then she is loved.
Hummingbird - Superspeed - Admired by the majority of the populace and easily recognized by her sparkly hummingbird costume, Hummingbird leaves no bodies behind, and if she can help it, chooses the pacifist route whenever she can, therefore she is very much loved. Hummingbird is also one of the only vigilantes to speak with any sort of media or news crew, and in just one interview her quirky, bubbly, and silly personality has shown through and people love her more and more with each passing moment.
Sapphire - Illusion Creation - Cold, calculative, and skilled, Sapphire is not as easy to love personality wise, but her skill and precision is incredible. Not only is she capable of creating illusion, but her sword-wielding and fist fighting skills are near unmatchable. She is a truly terrifying opponent, and is not afraid to get her hands a little dirty, though tries not to kill.
Lava King - Giant lava hulk form - At first, Lava King was feared for his terrifying destructive lava capabilities, but the public soon realized he was only trying to do good, even if he did scratch up a few roads in the process. Lava King avoids all possible casualties, and is considered a gentle, fiery giant. Everyone seems to understand that Lava King must have some sort of a human form, but no one has seen it. Sometimes, the giant gives a friendly wave to a camera or a fan or two.

Thieves and criminals on a larger scale, they are capable of killing, but only if absolutely necessary.
Wall Walker - Intangibility/Walking on Walls - Wall Walker is a rather notorious criminal. He has robbed almost every single bank in Millennium city, that's right. Almost every single one. Millions of dollars has been lost to him, and yet, no one has been able to catch him. Captain Powerhouse has been employed to catch him, and has caused quite a bit of havoc in the process, the recent demolish of the Rose Gold Bank being pinned on Walker, when in reality, it was Captain Powerhouse.
Scarlet Shifter - Giant Animal Shapeshifting - Named the Scarlet Shifter by the public because her animal shifts are always of red coloration, as well as much larger then the actual size of the animal. She steals fine jewelry and priceless trinkets.
Midas - Able to turn things to gold upon touch - Midas, with the ability to turn anything he touches to gold, has completely corrupted the market for gold, because of his mass production of gold items. Gold has completely lost it's value because of him. He has also turned three people to gold in the process; a cure is being worked on.

UMBRA - Darkness Manipulation - Umbra is slowly becoming one of the most feared evils in the city. He has already killed ten innocent, and captured the notorious vigilante Suiren, in what some consider to be a demonstration of his power.

Captain Powerhouse - Super strength and durability - Loved by the entirety of the populace, Captain Powerhouse is a bigot who is employed by the government to take down rogue supers causing havoc. He has an ego just as large as his biceps and not many know him for the true criminal he really is.

Supers who are known, but do neither good nor bad, or perhaps a little bit of both.
Void - Void/Pocket Space Manipulation and Portals - Void isn't very well known, making only a few rare appearances. She is recognized by her bright orange hair and sparkly void portals. Once, she was seen helping out a woman being robbed, and another time, stealing jewelry and booze, so no one quite knows what to think of her.
NEW -- Pathfinder -- Not many know of the illusive tale of Pathfinder, a male super who could locate any person. place, or object with ease, no matter how far. Mercilessly sought after for his incredibly valuable power, Pathfinder suddenly vanished from the face of the earth, and no one, not even Ditch, have been able to trace his whereabouts.
