Basic Info about this universe:
Current time frame is up to par with the manga. One major change. This is in fact its own universe. We are not going to flood the story with canon information.
After the first great shinobi war, Senju Hashirama was proclaimed Hokage of Konoha. Shortly after, Hashirama claimed absolute power for one reason alone, to proclaim Uchiha Madara Second Hokage. He could see the dissolution in Uchiha Madaras eyes and to ever prevent war knew something drastic had to be done. His decision was wise. Together, they forged the greatest peace the land has ever known.
Many years later, with military uprising and secret missions amongst the head villages, an outbreak of the second great shinobi war was imminent. Villages all sought control of power. With Konoha, head of power because of the Senju and Uchiha clans being the strongest of all, in political, economical, and military power, they founded the United Shinobi Federation. This militia was to rule over ALL of the villages from inside and outside threats. This founding also had neutral non military seats so as all points could be seen. this created the ability for countries to finally “walk a mile in someone’s shoes.” Creating solid peace talk where all issues of any nature could be discussed without any one village or person being ostracized.
All head villages had a seat and no single village was allowed a military force. Only a small defense force was permissable in each village for civil purposes. To refuse the USF was to declare war on everyone, resulting is massive nonviolent action. Bans, embargoes and the sort. (Think of current day United Nations and Japan’s Civil Defense Force)
Kages are the head of the Villages, Strongest Shinobi in the Village, and have seats that were voted, not appointed, in the USF.
Because of these actions, Villages have strong trade, and their economies are not solely based on missions anymore. Funding from the USF is based on population and a few other factors. Peace has reined for almost 200 years. No one dares go against the USF, not out of fear but because the villages are flourishing more than EVER. No one had any reason not to. (this is a fantasy realm after all.)
However, if people display talent, anyone was welcome to enroll as a shinobi. The United Shinobi Federation flies under one banner, with their home village on their shoulder, and USF represented on their headband. These Shinobi are taught to fight, defend and help. No single soldier is taught only to kill. They are taught to use camaraderie, to serve others before one’s self, and above all to keep peace. They know that one error in judgment can cause the whole world to fall into chaos. (Which in most cases in false, but shinobi understand the reasoning, Peace benefits all.)
Even with this peace, all is not as it seems. After nearly 50 years of peace, strange creatures began to show up, at first they were harmless, then they started to attack lone civilians. The creatures, were then searched and USF determined them to feed on peoples chakra. They used it as food. Once they reached a certain age, they could only get enough chakra by killing individuals, and they were attracted to large sources like strong shinobi and villages. Because of this unknown threat, maybe more shinobi have enlisted in the USF and many patrol to protect those they love and those that others love; every shinobi has the same goal.
Over the next 100 years the threat has gotten bigger and bigger, They are now far more organized, they attack in groups and a few villages have attacked with fierce results. After much research, it has been determined that these are no coincidence. Someone or something is orchestrating these attacks.
