on one hand one could argue, that Merciful balm IS potent magic.


and its pretty much impossible to keep someone with a 1 in all virtues and willpower alive long enough to raise them again.


the other is that it will only repair otherwise irreversible damage.

The charm does claim to 'heal the effects on a soul of the Fair Folk's hunger,' so I'd suggest that one application restores one Virtue or Willpower back to its original value. I mean, otherwise, for an Essence 6 charm, it'd be rather underpowered otherwise.


 If a being has suffered multiple depredations (multiple Virtues and/or Willpower munched), multiple applications of the charm should be required to restore the being to full capacity.
