That depends on a wide amount of variables. Private networks can block whatever content they want, so it might work fine off one network and be blocked by another.

On our end, the site is avaibile world wide, we don't block any country from accessing it. Any issues would be on any ISPs or such being used but last I checked we aren't being censored by Germany.
