Being a hybrid weapon, Igor doesn't truly need a meister. He can transform his right arm into the saw of his buzzaxe form, and the sharp rotating blade can easily slice through almost anything, particularly flesh.
However, being insane, he sometimes cannot control his transformation causing him to fully change into a buzzaxe, this is where Honey comes in and helps him out.

Igor is the personification of the statement ‘all brawn and no brain’. He is so strong and so used to being strong that he actually forgot how strong he is. Breaking doors, windows, and people without trying to. This fact of his can be quite dangerous when combined with his violent nature and his lust for fighting. He is the person who will walk down the hallway and slam people into walls just because it makes him smile. His friends are no exception to this, although he would never intentionally harm his friends in ways that would put them in the hospital he does find their pain hilarious. Not just their pain though, Igor loves pain, damaging him in battle will only make him more willing and excited to fight.
Igor has very little control over himself. His conscious and true thoughts being trapped within his own mind, unable to make their way to freedom and blocked by his insanity. His insane mind causes him to be very impulsive and make stupid decisions, usually leading to Ivy having to stop his rampaging.
Igor’s gigantic body and hyperactive nature make him hungry almost constantly. He will eat literally anything from roadkill, raw meat, and people to signs, trees, and tin cans. He barely knows the difference half the time and With his sharp shark-like teeth they can cut through almost anything. Luckily they are safely kept behind his mask which food will be stuffed behind for him to eat.

Igor went through a rough time in his early years, not that he remembers any of it. There was one point in his life where he was kidnaped away from his family, his family getting killed in the process. After that it’s all just a blur to him. He was kidnapped by people who were doing experiments on children. Conditioning them to kill, the people raised multiple kids whom they were planning to use for war. It was here that both his kidnappers and Igor discovered his ability to partially transform into a buzzaxe. With this new knowledge his kidnappers took greater care with conditioning him, keeping him in solitary confinement. At this time in his life Igor knew nothing but his cell, his mask, and the cage where he was forced to kill. After years and years of repetitive and intensive training as well as usual steroids that were forced into his body and mind, Igor became insane.
With his insanity fueling him, Igor went berserk and started killing his kidnappers. With his insanity clouding his better judgment he began eating their souls, this simply fueled his insanity more and also boosted his power. This thought clouded his mind and he started a killing rampage on anyone who was in the area of his kidnappers, both the kidnappers and the kids they were raising. Eventually he escaped but still retained his thought, which quickly became his only thought: kill. (So he just started on the path toward a kishin but is not a kishin)
Igor lived with only this thought in his head for many years. He was a wanted serial killer, who continued to remain out of the grasp of the government. Igor lived only to eat and kill, he could care less about money or friends, it actually got the point where he started to eat his kills, not just their souls, but their meat. A few more years passed of evading the government and killing before he discovered a little girl sleeping in a box in an alleyway. He smiled underneath his mask and easily picked up the box taking it with him, he was going to save this little snack for later.
As soon as she was moved the girl awoke and tried to run away from Igor in fear. Laughing Igor easily caught her. At this point the girl started to cry and Igor, continued to laugh. Realizing that the noise of his laughing and her crying was giving them too much attention he slapped the girl upside the head, leaving a big red mark on her face. He picked her up, throwing her over his shoulder and ran away from the town but a bounty hunter had picked up his scent. Not long after the two were cornered by the bounty hunter who attacked them. Igor easily dodged but the girl did the opposite. This angered Igor, that snack was his! He attacked and killed the bounty hunter.
Both the government and the DWMA heard about this specific incident, them actually being after this bounty hunter for a long time. That was when someone brought up the idea of using Igor’s urge to kill to their advantage, steering him toward killing their own enemies. With this new goal in mind the plan to capture Igor intensified and eventually succeeded. Igor was surrounded and moved to transform his arm into the buzzaxe but when he went to do so, accidentally transformed his whole body. Laying useless on the ground he yelled at the girl he still was saving to pick him up. Fearful of what he might do if she didn’t, obeyed his request. The buzzaxe seemed to almost come to life, screaming and pulling the girl around in its lust for blood. The girl was shot with a tranquilizer and Igor fell to the ground, useless.
When both were captured the idea that the government came up with was presented to Igor. Either, kill for the DWMA, or rot the rest of his life in jail. However, they were not about to allow him to be by himself, he was in need of a meister. Not being able to think or find anyone who could wield such a psycho, against their better judgement they chose Honey who has shown she could world him already during their capture. Igor realized the girl still needed some convincing. Transforming his arm into the buzzaxe he chased her down the hallway until she agreed to be his meister. The two then joined the DWMA in accordance with the government.
Being at the DWMA in their first year Igor and Honey befriended a weapon/meister pair named Ivy and Demetri. Igor was thrilled about this, Ivy was strong, finally someone he could spar with! Finally someone who wouldn’t break under his touch!! He loved it, but, he did have to learn to share Honey with the two, but I guess it wasn’t so bad. Igor and Honey now live in an apartment with Ivy and Demetri.
