Help With Codes

I'm trying to get a gif in between two divides and I saw it in a post.


So I tried it and all I get is this:

But when I go to edit it, it shows the gif itself. How do I get it to show up?

Could you link the post where you saw such coding? You might just be thinking of a border.

Ah, it's not just plain under two divides. He/she put divides, then a black BG, then the gif, then the divides. Like so.
