If you're looking for a specific fandom group roleplays you should have a look here Fandom Interest Checks. I'm unsure if there are any active Hetalia rp but you can always start your own.
Alternatively, if you're just looking for 1x1 roleplays, Looking for Partners is the place! I'm pretty sure I've seen that fandom being mentioned a few times so hopefully you can find a rp for you!
