Ghost Cestus - Please help

Alright, so I'm trying to figure these out, 'cause I have an idea for a character that would use them. A basic question, then:


Are these essentially Smashfists, but enchanted? Or are they simple cesti, with the added effects?


Reason I ask is that it talks about them being made of one of the 5MM, but never mention what set of stats they follow.


In addition, the rules are a bit ambiguous on whether these can be used against mortals/exalts, in addition to spirits. Do they work against mortals in the same way? Do they do standard damage for whatever kind of weapon they are against them? Do they do anything at all against mortals/exalts?


"Mortal souls are immune, however, because their garment of flesh protects them."


vs.


"See page 147 in Exalted for the effects of total Willpower loss on humans..."


Confused, but intrigued.

I'm considering modifying them to be a smashfist that has the enchantments listed. Paying 3x the artifact cost should offset the abilities given, and the assumption that it just doesn't work on mortals/exalts at all doesn't seem right. Therefore, against ghosts, etc, the cesti would do willpower damage, but against anything else, it does damage as normal.


Would that overpower what seems, otherwise, to be an overpriced artifact (as written)?]
 
Bright Side; it beats spirits like a Binch.  They usually have less willpower than health levels, and when they run out, they're quite subservant.  


Also a bright side: It costs ZERO to attune to, and allows you to See/hit the immaterial.


Downside: It's just a cestis, albeit a very expensive one.  


It lets you punch for lethal...  and such.  


Jade is common, and holy to Dragons, so thats why the majority are built that way.  No material bonus I expect, since no attunement cost?

If it lists no attunement cost, I would assume it would only cost 5 motes of essence to attune to. That is the standard cost for magical weapons, unless it is specifically stated they are free to attune to, or they have their own specified cost (as, for example, Grand Daiklaives do).
 
No cost listed, but it works for mortals as well as it does for Exalts, so I'm inclined to agree with G<sup>3</sup>, that it's a standard cestus with magical properties.


This does make the artifact 3 seem a bit high, though, considering that this is a rather specialised item.
 
So, if it is just a magic Cestis, and the basic stats for those are a flat +0 bonus with a -3 speed.  


What's the power combat statistics on those?  Are they better or worse weapons in those new rules?

not really considering - no attunement cost means ANYONE can use them even mortals, it's a permanently enchanted item with no cost to use. - artifact rating isn't only worked out on the bonuses it gives.
