Literally the worst
The field of genetic engineering is a relatively new one compared to such fields as robotics. Even so, it has advanced enough to be a integral part of the city and is split into three major branches. The leading organizations in this field are Add to dictionary Pharmaceutical and Seraphim, though other organizations do exist in the field. It should be noted, however, that genetic engineering has the potential to create side effects that range from being barely noticeable to life-threatening even when done correctly. When the procedure(s) are done incorrectly, the risk for such side effects increases exponentially.

Genetic modifications:

Modifications account for the largest amount of genetic engineering that goes on within the city. Modification includes gene editing to grant the subject heightened physical or mental abilities and other such pursuits. Modifications cannot, however, create new attributes in a subject, merely strengthen or draw out existing ones. Due to the relative ease of this kind of procedure it is common among soldiers and other combat-oriented professions to receive some modifications. Furthermore, modifications can be performed after birth, though they tend to be more effective the earlier in life they're applied.

Splicing:

Splicing refers to the practice of combining the DNA of two or more species to create a new race and is the procedure that created the Hybrids. Unlike modifications, splicing must occur when the recipient is still developing as an egg. Efforts to splice after that point lead to horrible consequences and usually just kills the recipient outright. The procedure itself entails splicing the two or more sets of DNA together and then making sure that the recipient accepts the splice and then matures correctly. However, since the advent of the Dyscopians and the Homunculi, splicing and Hybrids have fallen out of favor among the genetic engineering community as a whole. The only reason that Hybrids have not died out following this is that spliced subjects can still have children and pass on their multi-species traits to their offspring.

Construction:

Construction is the process used to create the Homunculi. At the beginning it bears a resemblance to Splicing in that the procedure must begin while the subject is still an egg. However, this is where the similarities end as Construction is far more involved than Splicing. The procedure involves an intense series of specialized modifications and accelerated growth designed to fit whatever specifications the client has provided. Due to this, and the fact that a subject must take perfectly to all prescribed modifications, Construction has a very low success rate, and a very high mortality rate. Due to this, the current practice is to used cloned egg cells that are specially designed for the purpose of Construction. Furthermore, it is also common for Homunculi to develop idiosyncrasies or ticks, though these tend not to be so severe as to interfere with their work. Currently, the only major producers of Homunculi are Ishiyama Pharmaceutical and Seraphim. The procedure, unlike Splicing, remains in favor despite the fact that specialized Dyscopians are far easier to produce. This is due to the fact that the restrictions placed on Dyscopians makes them ill-suited for certain jobs, which is where Homunculi fill the gap.
