Forrest "Osprey" Amsel

Doctor Calgori

Minister of Science, Shhh.....
-Vitals-

Name: Forrest Amsel - Goes by "Osprey" for most dealings

Age: 27

Gender: Male

Posting Color: I like tomatoes

Appearance: he hasn't shaved since the old mega ended

Mutations: Forrest keeps carefully concealed enormous channels running down the length of his back – where scarred flesh and twisted muscle meet two long metal channels; the complicated metal locks within are kept well oiled with blood.

Metahuman Ability: Airborne!

Forrest has the ability to 'Modulate the net mass of his system, and any associated system, so long as that system's net mass does not exceed the mass of his own system, and so long as the systems compose a complete system.'

In other words, he is able to control how much he weighs. He is able to use both extremes: Either increasing his mass to double what it usually is, or negating it completely, for a net weight of zero pounds. This has a great amount of potential as an ability, using both directions of the power. By reducing his weight, Forrest is capable of immense jumps, leaps, and feats of balance, by nature of reducing his total mass to little more than a feather. On the other hand, he is also capable of great feats of power by increasing his mass while moving, giving himself incredible momentum to bowl down obstacles, or root himself to the ground in the face of high wind, water, etc.

Character Skills:

Major Skill 1: Close Air Support

Forrest is what is known as an "Aerial Interdiction Specialist," a branch of sharpshooter specially trained to shoot from aircraft. Having trained for almost ten years for this very role, Forrest is an expert, with his natural eagle eye and steady nerves giving him a killer's edge; most firearms become deadly extensions of his body, naturally flowing from shot to shot. Forrest is especially good at firing from strange or uncomfortable positions, having practiced shooting while hanging sideways out of a helicopter, or on occasion, upside-down.

Additionally, he is trained in the weak spots of all kinds of equippment, buildings, and devices, with an emphasis on vehicles, able to disable entire cars, trucks, and vans with a single, well-placed bullet. He can destroy most objects from a distance, or else, render them unusuable by destroying a key part of their mechanism – humans included. His expertise came in useful during the pursuit of drug-smuggling vessels, but it can easily be adjusted to more organic venues.

Up close, he is still a threat – even with a rifle still in his hands, Forrest has perfected the art of 'Close Air Support,' which is meant by being able to use the rifle as a weapon of both bludgeoning and of shooting. Wielding his rifle like an oversized polearm, Forrest can keep even the most vicious of attackers at bay with his quick jabs and sharp stabs with the heavy metal firearm.

Minor Skill 2: Leadership Form

Forrest is trained to be a Coast Guardsman – defenders of the Coast equipped to handle any and all threats that may arise, be they on land or at sea. He is a veteran of brutal training, on the level of that for the military, and intensive education for his profession. As a result, he is super-human in mind as well as body - a leader like no other, who can sieze any situation and break it down into the bare essentials, making descisions faster than obstacles can rise to ruin his plans. His plots are professional, his schemes diabolical, and in general, anything he does is all part of a complicated chain of causations meant to further whatever agenda he has at the time.

Character Flaws:

Disadvantage 1: End of the Line

Forrest lives, as a general rule, about ten years behind the rest of the world. He masters something just as it is becoming completely obsolete, and is otherwise completely inept with the trappings of the modern world. This is not just a technological thing, but a manner of public show as well: Forrest dresses and talks like he was from the past, finding it far more confortable to live in a world that he is familiar with. This makes him completely at odds with anybody savy with the advancement of the new world. Additionally, his skills fail him dealing with anything not from his era. By extension, Forrest has great trouble keeping himself well supplied, as everything he wants to buy can only be found from specialty suppliers or thrift stores.

Disadvantage 2: Quartermaster

Forrest owes a lot of things to a lot of people. A lot. The course of his extended service, in the absence of any official funding, have sent him deep into the red, with his personal pocketbook amounting to a lump sum of zero dollars, and his emergency savings, dangerously low. Forrest must think hard about buying a gumball from a machine, as that simple coil could make the difference in the future between the safe passage of thousands of ships, or a destroyed signal tower. He begs and borrows, and his survival rests on the generosity of other people. As a result, he is liable to do anything that results in more funding for his station – no matter the motivation or result, so long as it brings in the money, and so long as it follows the Coast Guard Oath.

Disadvantage 3: Raise the Colors

Forrest is very easily recognizable. As both a combination of the way he naturally looks, chooses to dresss, and acts in public, it is very easy for somebody to simply get a passing glance of him on the street, but to be able to recognize him on the news later on. This can be a blessing, true – but, it works out, more often than not, to a curse, as the last thing Forrest wants is attention.

Disadvantage 4: Homeland security

Forrest's law enforcement habits have made him quite the celebrity. And not the good kind. Within the metahuman community, Forrest is seen as both a traitor to his kind, and a dangerous enemy, due to a protracted campaign layed out in motivation / history. When dealing with those in that area, his actions proceed him, and many metahumans do not hesitate to spit at his shoes and curse, if they aren't trying to actively kill him. Within the normal human community, Forrest is an outcast, both due to his unconventional methods, his partial instanity, and his metahuman heritage. There are very few who call Forrest an ally, and even fewer, a friend.

Disadvantage 5: Radio Silence

Due to being a confirmed casualty in an accident, Forrest has lost all of his official records and savings. To the state, he is dead, a non-person, and thus, they have deleted all of his records and official identifications that make him who he is. While this might be seen as a boon, as he is no longer detectable, this makes living in a modern world near impossible. Without an address, Forrest cannot get a job, nor can he open any sort of financial plan with most institutions. He is exempt from all forms of health care, and as far as official databases are concerned, he can't be served, as he does not have an online PIN. Having no driver's liscence makes it difficult to get around, and the lack of a birth certificate makes it near impossible to correct any of these problems. In short, Forrest is living proof of the drawbacks in living 'invisibly.'

Disadvantage 6: Keep the Cabin Clear

Forrest is claustrophobic, and tenses up when forced into small rooms, tight spaces, etc. This does not apply to the inside of helicopters and similar environments, however.

-Personal-

Motivation:

Hold Pure the Oath:

"I am a Coast Guardsman

I serve the citizens of [Megalopolis]

I will protect them

I will defend them

I will save them

I am their sheild

I am Semper Paratus

I am a Guardsman

We are the Coast Guard"

Profession: Radical terrorist. Also heats soup.

Interests and Hobbies: Forrest by his nature believes in keeping himself as able as possible, and this translates to very little time for hobbies. To keep his skills sharp is to consume is every day, and as a result, when he does have free time, he often passes it by simply sleeping, or just sitting on a park bench and watching people go by. Indeed, this has become his favored method of entertainment, for lack of anything else to do, and Forrest spends more and more of his time simply sitting down somewhere and looking at everything.

Common Behaviors and Mannerisms: Forrest's most noticeable behavior is his lack of behavior. He keeps his hands loosly at his side, or else, folded across his chest, never flailing around or making any silly gestures while communicating. He stands straight and tall, his feet never moving more then they have to. Even his eyes are patient, staring straight ahead; Forrest uses his remarkable perpherial vision to navigate. This has an infuriating effect on some people, as it seems Forrest is not paying attention to them.

Personality: Forrest is patience and professionalism defined: the epitome of a good soldier for his cause. His innermost desire is to see order and equality restored to the city, and to have the safety of all citizens guaranteed. On top of that, however, is a man who has watched his own bullets blast apart heads of fathers, mothers, and children, quietly staring through the scope of his deadly extension. Forrest knows the world is bad. And that realization, long ago, as his helicopter fell to the ocean in a blaze of fire, broke him beyond repair. The world is bad, and there is only one thing that the bad know. Fear. Forrest dedicates himself to serving his own perverse brand of justice, which usually translates into the wanton slaughter of actual justice and the complete destruction of peace.

Opinions:

Megalopolis: A cesspool, a festering pit of engine oil in the bilge. All that's needed is a single spark, to set the whole thing ablaze

The Coast Guard: The Coast Guard is the last fortress of justice and purity left in the world. The spark.

Most people: Filth. They must be cleansed.

History:

Once a Coast Guard captain. Once a ceaseless champion of justice. Once the hero who every little kid admired, who visited schools and handed out Coast Guard stickers. Beurocracy happened, and it brought ineptitude, which opened the door for the scum of society to take over. They brought rockets, and took Air Three down in smoke and flame. The Captain died, and what was left wants justice.
