Futuristic Fallout: Brisbane

Hi, this is my first roleplay setting, I was wondering if people were interested. Feel free to critique it, any feedback will be taken on board.


The Great War began and ended on October 23rd 2077 between 3 and 6pm, making it the world’s most destructive and third shortest war in human history. The Old World divisions of race, nationhood and sex were wiped clean by nuclear missiles in a three hour long nuclear bombardment. When the atomic fires died down, the Earth fell into a deep sleep.


Australia survived relatively untouched thanks to the anti-ballistic missile defences the federal government had in place. However the amount of missiles aimed at Australia's militarised northern frontier overwhelmed defences and turned it into radioactive wasteland. Civil order across the continent collapsed overnight.


Brisbane when compared to Canberra, Sydney and Darwin was relatively untouched by the Chinese attack, two of the twelve missiles hit their targets, wiping out a swathe of the cities northern suburbs and a significant portion of Enoggera army base.


For the first three years Brisbane fell into a period of violent looting made the city a volatile environment and nine major gangs were formed. The O'Reilly’s, Maulers, Roar, Broncos and Wolves fought on the north side for dominance while the Gabbas, Botans, Lions and Borges dominated the south side.


The anarchy lasted until 2132 when all nine swore loyalty to Christopher Ryan, the son of an old world politician and mining executive making him undisputed leader of Brisbane. He did this by playing the gangs against each other, and created the Independent State of Brisbane, to whom he was the dictatorial leader of. The nine gangs formed a militia and enforced his laws.


The gangs ruled over a separate area each and were allowed to hold semi-autonomous power. However they had to uphold Ryan's decisions and collect taxes for him. Ryan had control over nearly the entire city, bar Enoggera, Mitchelton, Alderley and Newmarket, which belonged to the Yanks.


Out of the gangs came the Pythons, who would control most criminal ventures and filled the ghettoes with drugs and crime.


143 years later, and 1000 kilometres north of Brisbane, the Bundaberg Democratic Republic was formed, uniting 5 towns. The Republic was founded on the ideas of democracy and the rule of law, and expanded south, with many towns and tribes joining voluntarily.


In 2275 Republic scouts brought stories back of a city left untouched by the missiles, Brisbane. The Republics army arrived three months later and they met with Connor Ryan, who was the third Ryan to rule Brisbane.


The Republic had been facing supply line problems, and wasn't strong enough to take Brisbane by force, so it settled with simply occupying some of the locations and providing security to the city, which it was facing thanks to tribes to the west. The Republics expansion somewhat slowed once Brisbane had been established as a friendly place. H established outposts as far south as Beenleigh and Logan, and was making plans to move to the Gold Coast.


These plans never eventuated because of 2274, when the third major power arrived. The Empire. The Empire had it's roots in the Tweed valley, 200 kilometres south of Brisbane. Charles Kramer managed to secure the valley in 2223 after a bloody 5 year struggle for it.


Kramer had won through drilling his troops with British army manuals from the 18th and 19th centuries. His army expanded further, with Kramer’s vision of a new age British Empire. His forces assimilated smaller tribes and towns. Kramer had created a warrior state fed by conquest.


In 2258, he became indisputable ruler of the Gold Coast strip and hinterland. In July of that year he named himself King Charles the first of the Tweed dominion. He then set his eyes on Brisbane, the first real city that was achievable to conquer and hoped to make it his permanent seat of power.


Kramer and Republic president at the time, a pacifist, Nathan Hamilton were surprised at each other's ways and customs. Hamilton never believed that such a brutal dictatorship of this magnitude could be achieved, while Kramer saw the Republics ideals as a threat to the Empires stability.


The two would clash several times on the Pacific Highway, which was the link between the Gold Coast and Brisbane. Six from the several times they skirmished, Republic troopers failed to halt the advance of Kramer’s redcoats.


Republic and Brisbane militia commanders met and decided that they should draw the Empire into an urbanised conflict in the south of Brisbane, and entrenched twenty thousand soldiers each. The idea behind this plan was to bog down imperial forces enough for them to leave. The Militia force was made up of the elite from the Botans, Gabbas, Borges and Lions while the Republic could only marshal the sixth and fourth divisions of its army, each division being made up of ten thousand men.


The Empires first and third legions entered the city on December 12th 2274. Over a month of intense fighting followed. The Republic and Militia forces suffered heavy casualties, and on the 5th of February, 2275, defences at Park Road train station failed to hold back a major, yet costly breakthrough led by a sharp and ambitious colonel, Erwin Blackmoor.


Republic forces began a rapid retreat, all forces were told to disengage from South Brisbane. In order to stop the imperial regiments in hot pursuit, the Republic placed explosives and detonated them, destroying all bridges across the Brisbane River. The four gangs weren't told thanks to communication lines failing and all four militia groups ended up being exterminated with extreme prejudice. The Empire dragged their bodies and left them to float in the Brisbane River. The Empire had won the day. Connor Ryan was furious and the populace was livid at this.


Eight years have passed since then, and a stalemate has occurred. The Empire and Republic moved to attack inland, but war there proved too costly for sustained fighting. Daily in Brisbane, artillery fire rains down from both sides. As does sniper fire from kangaroo point.


The Republics presence in Brisbane has drawn the ire of the locals. While Dylan Ryan the newest Ryan leader, calls for calm and publicly states the Republic are welcome, behind closed doors he is afraid of being overthrown by the Republic due to the enoFrmous surge in troops from the north arriving in the city. Increasingly the militia and Republic army are fighting or engaging in tense standoffs.


Across the river, the Empire who have attacked three times in the last eight years, and have been driven back each time, have a new commander after their last one was executed for gross incompetence. Fresh from suppressing a rebellion in Lismore, Field Marshal Erwin Blackmoor, the most feared and dangerous imperial commander is making fresh plans for an offensive across the river.


Major Factions:


Independent State of Brisbane: The governing body of Brisbane ruled by the Ryan clan. They have a well-armed, albeit rag tag militia at their disposal. The militia’s leadership has been critical of the Republics presence and has called for their forcible removal from Brisbane. He however has been recruiting heavily from the slums, in case the Republic turns violent, or one of the five gangs turn against their overlords. They have no real uniform to speak of, however they are recognisable for their usage of pre-war combat armour, which from unit to unit varies. Their weapons are comprised primarily of lighter arms such as sub machine guns.


Bundaberg Democratic Republic: The Republic has had an increasing amount of violent incidents perpetrated against it by local militiamen and civilians. Its military has mobilised and now waits for the Empire to come again across the river, all the while continually playing cat and mouse with the Brisbane militia. The republics uniforms are distinctive thanks to their khaki design, with a green or brown helmet. The republic use a variety of weapons, however they primarily use machine guns.


The Kramer Empire: Universally controlling all of South Brisbane, the occupying army comes under the authority of Field Marshal Erwin Blackmoor subjugator of Lismore and conqueror of Logan. The Empire comes from the fertile Tweed valley, which served as a cradle of civilisation. The Empires troops, dependent on what combat role they have. Are armed with a red coat, a white undershirt, and under that a metal protective plate, their apparel is flimsy at best. As for weapons, the Empire focusses on hunting rifles and shotguns rather than machine guns. That is not to say they don’t but machine guns are reserved for elite units. They are the only faction to actively use cavalry.


Important, Yet Smaller Factions:


O'Reilly’s: Originally a gang of Irish con artists and immigrants, they were one of the gangs that supported the Ryan's assent to power. While they have supported the Ryan's in the past, they have drifted away from their previous policy of unconditional support for them, instead pursuing a policy of mercantile sense, working for the highest bidder. They are the most influential of the gangs now, and control the infamous Brisbane nightclub and casino district, Fortitude Valley. On the black market, they sell militia weapons as well as the ones they manufacture in house. It's often speculated that the O'Reilly’s do deals with the Empire.


The Maulers: Much like the O’Reilly’s they were one of the gangs that supported the Ryan’s assent to power. They are distinctive in the fact that, in order to be initiated, a member must have molten iron poured on their teeth. ((Essentially their teeth look like Jaws from James Bond)) Like the O’Reilly’s they were supportive of the Ryan’s, however when Connor Ryan came to power, he purged the gangs leadership in a paranoid frenzy.


The Yanks: In 2075, the 33rd heavy infantry brigade of the United States Army was based in Brisbane’s Enoggera barracks when the threat of Chinese invasion was at its highest. Half the brigade was wiped out on the 23rd of October. In 2124 the descendants of the brigade emerged from one of the barracks bunkers, and took control of the nearby suburbs. They now patrol these areas, stripping those they seem unsuitable of technology deemed dangerous after having had a bad experience with the local populace getting hold of military technology.


The Pythons: The only real gang left which fully engages in what could be described as criminal acts and wasn't legitimised by Ryan's authority. They were formed by splinter chapters of the nine gangs. The Pythons occupy Brisbane’s train and bus tunnels and have members in the ghettoes, peddling drugs and extorting business owners for money. They are right now in a gangland alliance with the O'Reillys, selling them their alcohol in return for physical and political protection.


The Flying Doctors: A group whose aim is to help the less fortunate. They do this through distributing food for free and offering cheap medical examinations and treatments. They are popular among all nearly all factions, bar the Empire. Their name comes from a pre-war organisation who made it their mission to help


others.


Important Settlements:


Ferny Grove: Trading outpost and the first stop for Republic caravans when they enter the city.


Chermside: An industrial centre that manages the production of building materials and ammunition, it’s a wealthy area.


Domest: The ruins of the Brisbane international and domestic airports that are regularly picked over by enterprising scavengers who have constructed a shanty town in the airports car park.


Central: Brisbane’s former rail headquarters, now a slum fuelled by drugs and run by the Mauler gang, the Pythons have their headquarters in the tunnels here.


Garden Point: A Republic base in the ruins of the garden point university, this area receives the worst bombardment from Imperial forced.


Port: The Brisbane docklands are a slum filled with people, and the second largest Republic camp with the region near Port being a narrow crossing.


Showgrounds: One of the larger suburban areas, while living conditions are substandard, they are not as bad as other places in the city.


Ryan Citadel: The seventy three storey high skyscraper that is surrounded by bunkers, pillboxes and trenches. It is the seat of Ryan power, and all executive decisions are made there.


Camp College: The Republics headquarters in Brisbane, based out of the ruins of the prestigious Brisbane Boys Grammar.


The Convention Centre: On the south side of the river sits the Empires headquarters in the ruins of Brisbanes conventions centre.


The Valley: A district that contains Brisbane’s luxury casinos, hotels, nightclubs, restaurants and bordellos. The entire district is run by the O’Reilly’s.
