Your question makes no sense for two reasons: firstly, efficiency is determined by a character's purpose. It might be very efficient to have a Melee of 5 if all you do is fight, but it's very inefficient if you're playing a diplomat.
Secondly, Fair Folk care not for efficiency. Well, some do, but that's their own peculiar brand of madness.
