History or brief history:


Arstotzka is a country formed by former soviets who operated the eastern-bloc. They left to siberia after Germany was conquered by the USSR, And took shelter inside of a city under attack from the Americans called Nizhneshevsk. After the nuclear war which occurred months prior, the survivors called themselves the eastern USSR.


Territory/City: Nizhneshevsk underground.


Government: communist.


Military law: All people of the age of 15 are trained in very basic military training, with some enlisted until the age of 20. All soldiers wear different stylized uniforms, such as green, blue, black, or red. This is also to identify their origin. The plans of an actual future military however plans that this be limited.

Personality: Calculating, Direct, Creepy at times, efficient.


Occupation/Roles: Administrator, Investigator, temporary leader of the EUSSR remnants.


Backstory:


Before the nuclear war which technically destroyed absolutely everything, he was a member of the KGB. At the time of January 17th 1980 he was sent over to check on Germany, which was reporting several strings of terroristic activities. After leaving Germany there would be none, and a entire city block was obliterated with concentrated explosives. Prior exactly to the nuclear war, he was busy attempting to prevent the nuckear war from happening. Which failed when the information quit being transmitted back. He currently lives inside of a military base with 15 people. He is only known by the shelter occupants as M. Vonel, and not even the higher ups know his actual name. After the nuclear war, he was responsible for keeping everyone happy and with a high moral. Which halted awhile afterwards when food went low. After a few months he had a wife and then a child. 


Gear: Has the only sidearm inside of the shelter. A personalized and personal created heavy sidearm made prewar, called the Alexander.
