It is relatively modern in Gotham City, and the named criminals such as Penguin are just starting out. Batman has been around for roughly two years, give or take. He is still considered a criminal. Commissioner Loeb is still the Commissioner. Harvey Dent is currently running for District Attorney. The Joker is yet to even be heard of.
The current plot of the RP shall be based around Batman's rising up, and his face off against criminals such as Penguin, Black Mask, and other villains who may be put into the RP.
