  The leader is Emperor Hyeon-Ju Jeong. He is a supporter of modernisation.
  
  Capital:
  The capital of Goyohan is Seongsi. It is this large city surrounded by strong, stone walls. In it is are several palaces, a stone fort, and the National Assembly building. Both the Emperor and the Prime Minister live in the city.
  
  The capital and its surrounding suburbs is one of the centres of modernisation in the country. A quarter of all electrical use is in that region. Most company headquarters are within that region as well. It serves as the hub for the national rail and power grid. Some streets and city blocks are made with concrete and steel structures and have people wearing suits. Yet, there are still many parts that look the same as they were before the modernisation movement.
  
  Currency:
  The currency of Goyohan is the Hana.
  
  Political tenets:
  According to the Goyohan constitution declares sovereignty from the Emperor. He is the head of state and is the supreme commander of the military. He can create and dissolve the National Assembly. He can create and enforce laws, with the Assembly's consent. The Emperor also has the power to create ministries, create titles of nobility or rank, or issue a pardon.
  
  Rights guaranteed in the Goyohan constitution, while not practically all guaranteed, include the freedom publish material, the freedom to not have a religious practice imposed on oneself, the right to not have private letters or property searched or entered without consent, right to jury trial and due process, and the right to assembly and petition. Citizens are expected to uphold the constitution, pay taxes, and serve in the military if conscripted.
  
  There is a unicameral legislature called the National Assembly. The Emperor must get his laws approved by the Assembly if it is to come into effect. The Assembly is composed of delegates elected by direct male suffrage. Each delegate represented a region, and each region had a certain number of representatives based on their population. To qualify for the Assembly, one must meet or have more than a certain income.
  
  A Prime Minister exist. He is elected directly by the nation's male population. He is the head of the National Assembly and the Emperor's Council. He can propose laws, though they must be approved by the National Assembly to be enacted.
  
  Civil services:
  At the national level, there are services such as a postal and telegram service. The national government looks also controls the national rail, road, and power grid.
  
  At the regional level, regional governments create and control public schools. There may be more services, such as wildlife management, but that depends on the region. Each region is also suppose to organise a reserve force that can be used by the military.
  
  At the local level, each town and city is suppose to provide its own police, fire brigade, and medical services. There can be more services done at the local level, such as parks and recreation, but that depends on the town or city.
  
  The national, regional, and local level each have their own police force. The local police have more to do with arrest lawbreakers and enforcing local laws. The national and regional police do arrest lawbreakers and enforce the law as well, but they are more with protecting national and regional infrastructure (government buildings and inter-regional roads and rail) respectively. Regional police help with serious investigations and situations taking place in a region and when it is happening in multiple towns and cities within a region. National police work with inter-regional investigations dealing with national security or the well-being of the Empire. For instance, a robbery in a town will be dealt with local police, a string of robberies connected to one person or group with be dealt with regional police, and a string of robberies across the nation will be dealt with national police.
  
  Diplomacy:
  Currently, the Empire of Goyohan has no official allies or enemies. Yet, it does want to improve relations with neighbouring countries.

  Population:
  A recent census has figured out that there are at least 17,080,000 people in the Goyohan Empire.
  
  Language:
  The people speak a language called Uri-mal. It's a unique language that doesn't have much resemblance to neighouring ones. It has its own writing system where letters are put into combinations. People right top to bottom, right to left.
  
  Natural resources:
  Goyohan is home to some resources. It has a good amount of lumber. Mineral resources include coal, iron, graphite, tungsten, copper, limestone, and gold, though much of those minerals are in the northern territories. Oil is almost nonexistent in the country. Farm able land in the Empire is limited. What can be farmed on usually plants rice.

  This is a fort in Seongsi. It is a part of nearly 600 years old wall that surrounds the city. However, it is still in use. It is the base of the Imperial Guard. People can still get a tour, they just need to pay a large fee and be restricted from some parts.

  This is a royal palace also in Seongsi. It is made up of multiple buildings. It is where the Emperor resides and works.

  This is a Sin temple. It's quite an old one, believed to be over 1300 years old. It's the tallest temple in Goyohan.
  
  Architecture:
  The Post-Byeonwha Movement influenced the architecture of the time. Clan halls were created in multiple towns. Aesthetics from the times favoured practicality and harmony with nature.
  
  Modernisation, however, means that architecture should follow other aesthetics. Steel and brick structures are being made instead of tradition buildings.
  
  Culture:
  Goyohan has a unique culture. It is one influenced by its beliefs. Post-Byeonwha ideology, while not being the majority belief of the Empire, influence the structure of society and the individual.There is an up most importance in class, loyalty, family value, and harmony. Holidays and rituals repect one's elders and the ruler. The language even conveys the importance of one's position by the honorifics used.
  
  There are four main classes of society: Sangdan, Jung-gan, Pyeongmin, and Choejeo. The Sangdan were the ruling class. They composed of military officers and civil servants who learnt much about Post-Byeonwha ideology. They didn't need to pay taxes, work manual labour, or be conscripted. They also had much of the nation's wealth, land, and slaves. Jung-gan are more upper-middle class people who were lower bueracrats, military officers, and profesional, educated workers. Pyeongmin were commoners who were mostly merchants, peasants, and craftsmen. Most of the nation composed of these people. Choejea are the lowest, being butchers, slaves, prostitutes, metalworks, shoemakers, and performers.
  
  The ability to move between these classes was limited. One, in theory, could take an exam on history and Post-Byeonwha ideology and get into the Sangdan or Jung-gan class, but in practice the people that could afford the practice to pass the exam mostly came from families of those two classes.
  
  One's family was important. Clanship has a part of law. Everyone was a part of a certain clan they can trace their lineage to. People of the same clan would have the same surname, though it technically was possible for two clans to use the same surname. Membership to a clan doesn't change, even if one is adopted or married to a person of a different clan. One can lose their clan and lineage, however, if they commit a crime or treason. The deaths, marriage, and births in a clan are all recorded by the government.
  
  If two people are of the same clan, they cannot marry each other, no matter how separated they are biologically. People had to marry people of other clans. Marriage was done at a young age. Most people are married between their mid-teens and twenties. Age difference was not much of an issue.
  
  The firstborn son is the most important child in the family. Post-Byeonwha beliefs emphasise the importance of them. Every male should have a male heir, whether it be born in the family or an adopted boy from the same clan. They would inherit most of their father's wealth and land.
  
  In Post-Byeonwha ideology, women are not in a good place. They are to be subordinate to their father when young, their husband when married, and their firstborn son when old. Men and women were segregated. In lower classes, women and men just slept in different rooms. In upper classes, women were practically unable to be seen in public. Women could not lead clans, learn from outside the family, or remarry after the death of a spouse. They are expected to uphold virtues like modesty and faith. Practically, only the upper classes could keep up these standards, but the lower class continued with segregation and little rights.
  
  Modernisations has changed society. With the rise of merchants and craftsmen, old social classes could no longer work. They were abolished with the new Goyohan constitution. Now there is an upper class composed of top politicians and company owners, a middle class of small business owners and merchants, and a large lower class of factory workers and farmers. The rights of women have changed somewhat. Many laws restricting women are gone, but many still follow them as tradition. Segregation is still a thing, as women must learn in their own schools. The clan system is still happening. Some laws, such as not being able to marry somebody of one's clan, are still enforced despite cultural changes.

  State Religion:

  With the Emperor Hyeon-Ju Jeong, there is no official state religion. The Empire's constitution commanded that no law would support or restrict a religion. The Emperor himself, however, is a follower in the Post-Byeonwha movement.
  
  Religious Groups:
  There are two major religions when it comes to Goyohan: Sin and the Post-Byeonwha movement.
  
  Sinism is about following the beliefs of a person known as Sin, who lived long ago and became enlightened. The Sinism school demands following of the certain practices that would allow for enlightenment, such as meditation. Monks for Sinism live in temples spread about the land.
  
  The Post-Byeonwha movement is a set of metaphysical, moral, and ethical philosophies. It originates from a philosopher called Byeonwha fifteen hundred years ago. Some centuries later, Byeonwha's philosophies were changed by other philosophers to be more focused on rationalism and secularism. It believes that the world can be understood through rational, and does not believe in organised religion, and that metaphysics should be used to develop ethics. It also has some belief in social class, where scholars, bureaucrats, and warriors are the top of society, while merchants, craftsmen, and farmers are of lower standings.
  
  Followers between the two are not in conflict, but some Post-Byeonwha beliefs do interfere with Sin practice. Some previous rulers of Post-Byeonwha belief heavily regulated Sin practices to the point of being banned. Despite that, neither has gained a large superiority over the other in most regions.
  
  There are other religions in the empire, However, these are too small and too divided to play a significant role in Goyohan's politics or society.

  Economy:
• 
  The Goyohan economy is rapidly modernising.
  
  Previously, the economic system of Goyohan cities was to make the city as self-sufficient as possible and to trade with other cities for a resource or product when it cannot be made in the city. This mean that most cities had manufacturers for each good. Merchants, as they were seen as lower in social ranking, were not common. Trade happened with other countries, but in small amounts. This allowed for each urban centre to be more self-sufficient and for there to less merchants since they were seen as low class.
  
  With modernisation, the economic system has changed. The previous system couldn't work. The demand for iron, coal, petroleum, and other materials rose and they were located in a few regions. People were demanding products that could not easily be made in some cities but easily in others. Self-sufficiency could no longer be the objective of urban economic, and was replaced with efficiency in production and maximising production on the national level.
  
  Currently. modernisation has been meant the rise of factories. Family businesses that once existed in a single town now have prescence across the nation. Merchants and craftsmen, once seen as the lower class, now are most of the richest people in the nation. Every town now has at least one factory or modern business. However, there are still multiple parts of the country that keep to traditional economics.
  
  The economy is in a growing phase.
  
  Infrastructure:
  Before modernisation, Goyohan had great non-industrial infrastructure. A good system of roads was created.These were stone paved and had milestone, drainage ditches, trees planted on the sides, and a series of posts used for messengers and travellers to rest. Bridges and decent walls for cities have also been created. Canal with stone lining have been made. The capital even had a sewage system. The garden was a popular thing. Many towns and cities have gardens made to look natural along with stone ponds.
  
  With the beginning of modernisation, new infrastructure has been created to meet industrial demands. Rail lines have been created spreading from the capital and heading to other major cities. Most of this is for industrial goods and resources, though many lines can be used for travel. Concrete has started to be used for paved roads. Harbours and canals have been enlarged to allow modern ships to use them. Sewage, while not keeping up with the needs of the industrial city, have greatly expanded to all cities and many towns. There is still much infrastructure, especially in the countryside, that looks as if there was never modernisation.

  Army:
  The army of Goyohan has been greatly modernising. There is now a standing army in the Empire beyond upper class officers and lower class conscripts. The Emperor has done much to bring modern weaponry to the army, such as by importing many weapons or by developing a modern arms industry.

  The army wears modern uniforms. These uniforms are blue coats and caps with gold linings. Soldiers are armed with breach-loading repeating rifles. Howitzers, other artillery, and gatling guns have been introduced to the army. Swords are the only weapon of the old times to be in the modern military, given to officers as a sign of rank. Soldiers are now organised in modern units and managed by officers. Bayonets have replaced nearly all old weapons as the melee tool on the battlefield.
  
  854,000 people serve in the army, making up 5% of the population.
  
  Navy:
  The navy fell greatly behind in technology compared to other navies. The ships' style is unable to be modernised, so an entirely new navy is to be made.
  
  This new navy is based off modern ships. Some were made in the Empire, others were ships bought from others countries and then modified. These ships are ironclad ships powered by steam engines. They are equipped with breech and muzzle loaded cannons of varying caliber. Current ships recently built for the navy are small, meant to work as cruisers and escorts. Larger battleships and battlecrusiers, and destroyers are planned, but haven't been built. There are 7 cruisers and 3 escort ships.
  
  Other Units:
  Outside the army and navy is the Imperial Guard. This is 500 soldiers, though 380 are usually active at once, assigned to protect the Emperor and other government officials. They are stationed at the capital and have their own military base. Small squads of 16 accompany officials when they head to other countries, and 50 accompany the Emperor when he leaves the country. They are not under the command of the military. Instead, they are controlled directly by the Emperor, Prime Minister, and other Ministers. The uniform of Imperial Guard is not much different then the army's uniform: navy blue coat and cap with red linings and gold shoulderstraps and tassel. They have repeating rifle, and even have a small amount of howitzers and gatling guns. Each guard also has a mount.
  
  Technology:
  The technology of the military is probably the only thing in the country that is fully modern. The gun used by the military is the Banbog III. This is a repeating rifle created in Goyohan. It use 13mm and could fire seven rounds with one magazine, and 15-20 rounds a minute. It has a range of 500 yards.
  
  Artillery is new. The current design is from the Pogpung Arms Co. instead of a foreign company. They create a 9-pounder rifle-breech-loaded cannon along with a 12 pounder version.
  
  Interventions:
  It has been centuries since Goyohan intervened in another country.

  History:
• 
  The history of Goyohan goes far back. People have been living in the region for thousands of years. The start of society happened nearly four thousand years ago with the rise of chiefs. Around thirty three hundred years ago, the first kingdom rose, the Seutateu. Later, a confederacy of chiefs was created called the Hae. After a while about twenty one years ago, Seutateu collapsed into various kingdoms. Some centuries later, a new kingdom, called Namu, emerged, covering much of modern Goyohan and more. It was the kingdom to introduce Sinism to the region. It fell after inner turmoil and war some centuries later, causing it to collapse into various kingdoms. Around, nine centuries ago, Goyohan was united under the Geum dynasty. This will be the start of a unified Goyohan kingdom. The Geum dynasty only lasted two centuries, but the kingdom stayed whole when a new dynasty came to power.
  
  Goyohan has been long ruled by the Balam dynasty. Changes to the territory was small. Philosophical movements rose with the Post-Byeonwha movement, but technological improvements, ehile as good as they were, didn't keep up with other parts of the world. Soon, some started to realise a large technology gap between distant industrial societies and the feudal Balam kingdom. Demands for reforms were rejected by the conservative king.
  
  This soon lead to a military coup by a general. This general was Hyeon-Ju Jeong, a young general that saw a need for modernisation. He took control of the kingdom and proclaimed himself as the Emperor of a new Goyohan Empire twenty three years ago. With smaller revolts sprawling up due to instability, he suppressed the populace while enacting reforms to modernise the country and please the populace.
  
  Since then, modernisation has been allowed and supported. A constitution was created eight years ago, which allowed for the creation of a national assembly. Foreign businesses and investors have been allowed to help in modernising the country. There has been some unrest and even some resistance to changes, but by now they are small and only in the unmodernised locations. Now the government looks towards projecting power outward.
