A world with the designation of terra is typically a rocky planet or moon with an atmosphere and liquid oceans, best example being Earth.

A world with class-1 viability is one that is considered to be so close to Earth in nature that colonization is almost immediate upon discovery. These worlds typically consist of oxygen rich atmospheres and liquid oceans of water. A majority of Human colony worlds are class-1. Civilian travel to colonized class-1 planets is encouraged for benefit to tourism and migration and civilian discovery of class-1 planets is to be reported to government officials immediately with rewards offered.

These worlds typically have a minority amount of oxygen in the atmosphere. A minority of Human colony worlds are class-2. Civilian travel to class-2 planets is allowed with little restriction unless stated otherwise.

Class-3 planets are usually used only for scientific research or military outposts. Civilian travel to class-3 planets is ill-advised, and depending on the planet, forbidden entirely.

Please note that whilst exceptions seem to have been made to the Classification System, such as Venus or Luna. With both colonies being Class-4, note that these worlds were colonized prior to the establishment of the Classification System and the discovery of faster-than-light travel.
