City-10
City-10 is the city of nuance that lies in between the tech world and the criminal underground and normal suburban life. This city is the gold standard for capitalism and libertarian liberty. Though they have issues, the denizens of this city pride themselves in their public debates and laissez-faire city laws. This city does not allow for the interment of thoughts and speech or expression. This type of freedom has aided in the city having rather rocky economic history, albeit most of the time being very good compared to others. It's the place all companies use when growing, and would be a requirement to do well.
The economy and job market has shaped the city so much that while it looks high-tech like City-22 in some regards, it's also filled with many slums and low rent housing. The city is not the cleanest, not the safest, yet has arguably the most diversity in big corporations and overall shopping centers do to being the breeding ground for such markets.
Major Sport
The technology used in the reactorcycles is an upgrade from the hypersonic-Cycle, the previous type of bike. All the tech having originated from research and technological advancements from City-22 that, with the leviathan capitalistic marketplace that is City-10's breeding ground for innovation companies and testing ground, became one of the cities iconic pieces of history and public funding.

The way the sport works is a number of riders, normally 12, begin at a starting point and then blats off on a set track around the city. When needed, the tracks are slightly modified, as they're built to be, so that things are different on the track and racers do not get so used to the monotonous path of twists and curves. The arena near the center of the city is where fans can go to spectate and watch them take off before looking at the big GD (Grandiose Definition) screen to see the racers, with a roaster constantly updating in perfect real time the places they're in, the distance to the nearest rider for them to pass (including first placer), their current time, a map showing the riders and their names, pictures of the riders, and a camera that records the riders and switches from rider to rider. They loop around, so the people in the arena get to see them blitz past them, assuming they don't blink and pay attention to their location. There is a lounge room near the bar of the arena whee people can see on a smaller wide screen that shows the camera on all riders, as all as the riders bikecam.
Criminal Underground
For the crime world that inhabits the city, what makes them unique is they're all people who look normal, who have families, and actually do charity events and protect the poor, sick, women and children of the city, for all the crimes they do. They're also the prime reason drug use is higher here than most other cities, as well as the city with the most petty crime; murder, blackmail, assault, drug and sex trafficking, robbery, mugging, etc.
In the criminal world in City-10, it's not unheard of to hear or see criminals who do posses powers or skills that could put them in the Hero Association. Instead they put themselves out there for hire to steal, threaten people, get protection money, be bodyguards, or simply assassinate.
Hero Association
The branch is nestled in the far right corner of the downtown area of City-10, near the arena for the reactorcycle events, even though those sports go all over the city.
The branch has a slightly traditional archaic architecture of ancient buildings, though in a contemporary style, surrounded by a wall of curved 20 story buildings with small, yet wider buildings around them that are all connected via enclosed pedestrian bridges.

Another unique style of the branch is the environmentally friendliness it has with the place covered by grass and paths only leading to places they need too. Tree's litter the pale and even have a miniature park behind the main building. Some rooms are rented out for special educational uses and or special events and hearings, such as scientists speaking about some breakthrough or touring to talk about major things. It is even used for political debates in regards to the city.
