  • The Charged
    Charged is a term used to refer to any human within Lithium with superpowers and unusual "Charged" genetics, genes that cannot be understood through simple observation. Charged abilities vary widely in range, from mutated appearances such as cat ears to full on lizard bodies, to the ability to teleport or shoot fire from their hands. There are almost no limits to the charged in their bodily changes

    For Charged without obvious mutations, distinguishing them from a normal human is far from difficult, but usually requires contact. Charged have higher levels of brain and neural activity, resulting in more bio-electrical output, more so than a potato lamp. Their brain activity cannot be read by normal monitors and require specialized equipment. Charged also have larger and stronger hearts to supplement the toll that Charged powers can take on the body.

    More often than not, Charged would have some biological mechanism relating to their powers, and as such, can be distinguished through traits unique to that particular Charged, most likely mutants. Wether it be a venom gland, increased skin thickness, ex. The body changes to suit the power, big and small.

    The Charged have their powers from birth, The earliest maturing of a power recorded at TEST was at 10 years old. When a ability matures that is when most of it's uses become able to be used. The reason for these 'safety' wheels are unknown but power maturing has seen to be activated at any point. Power maturing is usually a peaceful affair that happens during sleep but has been seen happening in stressful situations. The average observed age for maturing is 14 years of age.

    Test subjects: 700 test subjects with 100 risk III, 339 risk II and 361 risk I

    - The floors below the Lobby have security depending on Risk Level

    Each holding cell floor is separated from the elevators, stairs and by extent the outside world by checkpoints. These checkpoints are long corridors (29x5x4 meters) with control post on each side of these checkpoints. The left and right sides have glass to view the interior of the corridor. On each end of the corridor there is a blast door that is locked until unlocked by a someone in a control post. The side walls around the corridor that the guards use as a break room and monitor the subjects from control all the doors in the cell block, oxygen flow, ex. The vents for oxygen come from the front of the checkpoints. at the center of every checkpoint hallway is a ceiling mounted sentry gun with a single barrel that stays stored in the ceiling when not triggered by a guard via button. Checkpoints require clearance to anyone traveling to them. Clearance is granted by fingerprint scans.

    The Risk lvl I & II cell blocks consist of 50 Cells that are basically small rooms, similar to a nice ships room in each one. With hardwood flooring and tiled walls. Though depending on who the subject is the room will be altered. Blocks for Risk lvl I & II have a mess hall in the center that is served by a head chef and 2 cooks. Risk III have their food cooked in a kitchen in the Checkpoints and delivered by an unlucky guard through a slit in the door.

    R&D - Basement floors 1-5 Where the research data is processed and most of the scientist work at.

    Risk Level I cells - Basement floors 6-15 Risk level I is home to all of the low threat Charged, and people who have turned themselves willingly/Rehabilitated from Risk II. They are lightly monitored and guarded with basic armed security holding handguns. The checkpoints are manned by 4 guards at maximum. There are camera's in the mess area. in the center of the cell block there is a bar to serve the older patients drinks (to an extent) and Ice cream machines. These rooms have a private bathroom. The times are loose with only a curfew and appointments.

    Recreation Risk I - Basement floors 16-17 Only Risk lvl I are allowed to go to these floors (Besides Guards). Stairs connect floors 6-15 to these floors without needing to go through a checkpoint. Cameras line every inch of these grounds.
    Floor 16 - Library & Power Study Center
    Floor 17 - Gym & Running track (Holds a running track and a variety of treadmills, weights and machines. All machines have anti-tamper devices on them.)

    Risk level II cells - Basement floors 18 - 25 Risk II is home to the super criminals and villains of the world. These people have been captured from lithium or across the North-East US and transferred there. These cells are more barren and only hold a decent bed, a sink, a mirror, a clock, and another room next to the cell for a bathroom. Every piece of these cells have cameras to watch the inmates, and there are stricter times for lights out and where you are supposed to be. The checkpoints are armed by 8 guards minimum and on a fast day are manned by 15.

    Recreation Risk II - Basement Floors 26 - 27 Only Risk II are allowed to here (besides guards) and every inch of this these floors are monitored and the subjects are only allowed here during set times. 2 times a day maximum at inmates request for a few hours at a time.
    Floor 26 - Library, Therapy center & Power Research Center
    Floor 27 - Gym & Running track (Holds a running track and a variety of treadmills, weights and machines. All machines have anti-tamper devices on them)

    Risk Level III cells - Basement Floors 28 - 29 Level III cells are baren until someone new is moved in. Each cell is built especially to that inmate. Every place they go is planned, every inch of the room is monitored, every subject has therapist/scientist for them that follows them where they go if possible and takes notes. There are 3 checkpoints back to back leading to the elevators/stairs. With 10 Guards in each checkpoint.

    Dedicated Study & Power Training Connected to floors 28 - 29 via stairs, this is where the Risk III subjects go to for study and power research.

Carnival-

Carnival is a secret group that will sabotage any organization that has taken advantage of others. People usually commission them if they want revenge on another, but has to provide proof of the other organization doing misdeeds. The leader of this group is Devon Bullock, also known has HammerHead. The way to commission them can be difficult, which proves someone's determination if they are willing to put up with them. You have to find a series of numbers scattered around the city. One number leading to another. Once you plug those numbers in, you have to decode them to find the coordinates and the password. The coordinates only shows you the area they are in. You must go around to find the building yourself, constantly saying the password to people until one of them guides you to where Carnival is. Often, you must be pretty wealthy to find them, or willing to become pretty poor to repay them back.

Medical Facilities
Lithium general is home to the biggest hospital for miles, the best hospital for serving Charged for miles. It has a large capacity, of over 3000+ patients at once. With a urgent care center, it is costly, but you will be cared for. The hospital is located on the middle east side of the city surrounded by smaller care centers. It is over 50 stories tall and is a massive building with many wings.
The newest addition to Lithium general, a huge building that took little under a year to create. With the best doctors in the country coming there to learn, study, create and make things to help better man kind. Occasionally certain patients and Risk I TEST subjects are recommended here for treatment or use in study. It is located to the left of Lithium General and is 20 stories tall. With countless wings.




Misc
Broadcast throughout all of Lithium on a regular basis from the center of Lithium right smack dab next to TEST. Some think it is even owned by TEST

A black market in the southern side of town that sells all kinds of weapons, from regular guns, to energy weapons, to cybernetics.
