Territory: 1/8 of the Orion Arm's tip.
Number of Systems: 10,000(only 50 of these systems are actually any serious colonization efforts, the rest are mostly military bases, mining facilities, research stations, and the like). However, their spacefleets have a wide range of travel over the known universe and can be found in various locations throughout the Milky Way, and occasionally on other galaxies as well. Space
Influence Rank: 4(Galactic). Their fleets have a wide range throughout the galaxy.


Capital World: Aiur, a small brown dwarf star surrounded by a long defunct Dyson Sphere created by some long gone civilization. This Dyson Sphere is overlaij with massive amounts of sediment and rock from millions of years of asteroid impacts and smashing dwarf planets, turning it to what can be considered a terran world.
Population by Race: 2.4 billion Altarani, 300 million Hydroxyls, 6 billion Constructs(Purifiers, Strathirites, etc)


Technology Rank: 8.6
FTL Travel: Time Warp Travel. Basically, space time is warped by powerful energy generators, and the ship is instantly teleported to where it would be in a specific time period of sublight travel. (Ex. IF 100 years spent in sublight travel would bring the ship to this location, warp travel will do so in seconds.) The amount of energy used is around 100,000 kilowatts, and as of such Eldari ships need a long cooldown before warping out again. As long as it is within the same galaxy, the time spent in travel will be mere seconds(as long as coordinates and calculations are correct), but pan galactic travel will take hours.
Technological Development Focus: Military, Survival is all that matters.
Exceptional Technologies: Some Altarani warships operate at a molecular level; these warships are actually made of nanobots. These ships can merge into massive star bases, or divide into star fighters. In addition, millennia spent in studying time and space has allowed their warriors to instantly phase out of the battlefield once their injuries become critical. Because of this, there are many cases when even though the Altarani attack force seemed to be "wiped out", actual casualties were quite low. However, if FTL and teleportation is jammed, these teleportation devices will not work, and if the device itself is damaged before the warrior sustains enoygh injury, it will not function as well.


Culture: The Protectorate has a four faced culture, depending on which part of it is one looking at. The Khalai are highly communal and place strong emphasis on unity; their own psychic gestalt allows them sense each other's emotions and thoughts. The Tal'darun are the "kill or be killed" culture, wherein Ascendants usurp their superiors by killing them in order to attain a higher rank. The Shadow Templar are mystical and individualistic, seeing that esch ine has to be himself and do things for himself. The Purifiers are believed to have a culture nearly identical to the Khalai, but given their mechanical nature, their own psychic connection is merely a replication and contains no real emotions.
Government: Four faced as it is, the Protectorate maintains a strong bond between its members. The Four are the highest ranking members of the Twilight Council; the 200 member Council that is made up of the highest ranking individuals in Eldari society, and they often ahve a final say on decisions. The Council's lower members oversee those under them, and in turn report to the Four on the most recent developments. On the event of issues, the Council holds a meeting and a majority vote of 150(plus the votes of at lesst 3 of the Four) decides on the course of action
Military: With such a depleted population, the Protectorate heavily relies on robots and AI to fight for it, though much of the time Eldari warriors will also participate. At least 80% of all military forces within the Protectorate are robotic in nature, and the vast of warships are also unmanned. At the moment, the Protectorate has 200,000 vessels of every kind; capital ships, escorts, destroyers, star bases, and everything. This does not include the robotic Interceptor light fighters, which are truly massive in numbers to the point that the Altarani have given up counting all of them.


History: Beginning as hunter gatherers in their homeworld, the Altarani found the technological vestiges of a long dead empire. By a strike of chance, the technology was highly psionic in nature and they quickly knew how to use it. Within a decade, the entire Altarani race were uplifted from being wretched hunters to space farers, colonizing Aiur's moon and the nearby exoplanets. Soon enough, the population grew quickly and these colonies grew independent of Aiur, eventually breaking off 100 years later. Aiur tried to subjugate them, but failed, leading to a future of desolation and ruin. All seemed bleak, and Aiur and its colonies revrted to the Stone Age, slaughtering each other in psychotic mayhem as the technology they once used was forgotten. For the next 300 years, they knew only carnage and slaughter, and there seemed to be no end to it. However, sometime in 50,000 -HSC, they regained their sanity. No one knows how, but it is believed that their psychic bond to esch other was restored...


As they rebuilt from the ashes, the Altarani learned the lessons of the past. However, some Rogue tribes refused to submit, and these Rogues were exiled. They later became the Shadow Templar and the Tal'darun.


Many years later, the already declining Altarani Empire was crushed beneath the heel of the Keltakens, resulting in the culling of 70% of its population and the ruining of the Aiur System. Those who survived sought asylum amongst the Shadow Templar, who welcomed them. Apparently, they never really hated their brethren...


During the Second Great War against the Invaders, the Protectorate lent its full support, losing 1/4 of its entire space fleet to the Invaders in the process. As if that wasn't bad enough, the Tal'darim Insurgency crippled another 40% of the fleets, bringing total losses to 60%. 


Now, the Altarani Protectorate stands. Four nations, but they are one. Will they stand for long...?

Misc. notes: The Altarani are highly welcoming and will take every opportunity to gain a new ally for their side. However, there are also times when they used others as meatshields or tools: Once they used psi-emanators to attract swarms of xenomorphs in order to divert them away from their arkships.

Race Name: Altarani


Homeworld: Aiur


Lifespan: 1000 years.


Reproduction: Sexual


Incubation - 18 months


Infancy - 1 year - 4 years


Child - 4 - 12


Youth - 13 - 18


Adult - 18 - 1000


Physiology:


Altarani derive sustenance from light, and are capable of living off moonlight (reflected sunlight),  and can go without light for extended periods of time. What little water they need is absorbed through the skin. The Shadow Templar modified themselves biologically and used other techniques to survive on the formerly lightless world of Shakuras. Altarani describe the principle of light absorption to be the same as plants, but over a much wider electromagnetic spectrum.


They hear and smell through their skin, and it is believed that their primary sense is sight. Altarani have a sense of smell sharp enough to identify other Altarani and see very well at night. An Altarani's skin color may change in response to changes in its emotions. They are bereft of mouths, noses, or visible ears and are without a sense of taste. They possess three hearts.


They sleep and dream in a manner similar to humans. When particularly emotional, streams of energy have been observed to stream from an Altarani's eyes, similar to how a human might cry. Eye colors include blue, green, gold, and red. The proliferation of eye color corresponds to kindred; Khalai eyes are predominantly blue, Shadow Templar are predominantly green, and red is present among the Tal'darun.


Altarani are not a prolific people and the Altarani scientists even developed an artifact, the Kassia crystal, to counteract this. The population of Aiur, however, had reached billions. Before the Fall of Aiur, the Altarani population was in decline due to systematic extermination; they were passing away from sheer age. Their numbers have been further reduced through conflict, and their population continues to decline.


Altarani blood is blue or purple. As in humans, coloration is considered a sign of ethnicity, with each Altarani tribe having a specific subtly differing hue or typical pattern of markings associated with it.


As with most races, Altarani genetic material consists of DNA with helix strands. There is evidence that the Altarani have yet to unlock their full genetic potential.


Psychology:


Altarani are extraordinarily focused, to a degree unmatched by humans. Their powerful psionic abilities extend further than most races with psychic potential. The Altarani have been described as "devastatingly intelligent", but their thought processes work very differently than those of humans. Their culture is built around core philosophies that have been rigidly adhered to for over a millennium. As such, it is difficult for their society to adapt to changing circumstances. The integration of Khalai and Shadow Templar is a case in point in different cultural values.


Khalai culture has its roots in the Strife, the period of chaos following the rebellion of Altarani colony worlds. At the end of the Strife, the Altarani were reunited under the precepts of the Khala ("Path to Ascension") as promoted by the mystic Karahs. The Khala took advantage of the natural psionic communal link and established a caste system. They can be fanatical when it comes to their religious beliefs.


Not all embraced the Khala. Many outcasts, eventually known as the Shadow Templar, were later banished from Aiur. Yet other outcasts, the Tal'darun, use drugs to cut themselves off from the Khala.


Female Altarani rarely attain positions of power, except among the Shadow Templar. They are rare among the Templar Caste and were never part of the Conclave.  Very young protoss are referred to as "younglings."


They are considered a "warrior race", although they were not constantly at war. They trained incessantly for combat, however, and prior to the Intergalactic Wars warred with the kalathi, tagals, and various "heretics".  Altarani have a strict code of justice and honor, and strongly believe in their responsibility to enforce it. They strive for glory in battle. Altarani have always been willing to sacrifice their lives for other members of their species.


Aiur holds great, almost spiritual significance to all Altarani.


The Altarani, or at least the Khalai, do not not have a concept of luck, instead seeing "the synchronicity of events," and knowing there is a grander design behind them.


Among the Shadow Templar, family ties are important, but among the Khalai and Tal'darun, family terms are indirect, and Altarani do not form human-like family units.


Notes: Altarani can use their psionic abilities to shield themselves, charge their tools and weapons, and to manipulate or meld matter(telekinesis). At least some of these abilities can only be used by a small minority of Altarani without technological assistance (such as the creation of shields).

Race Name: Purifiers(Constructs)


Homeworld: The various science facilities where they were first built - Endorus, Laktum, Terris, Nordr Kas, and Necros.


Lifespan: 2000 years, but the constructs have been preserved aboard the platforms for nearly 8000 years.


Reproduction: None. They have to be built from - Metal and the preserved memories and skills of fallen altarani warriors


Physiology: The original Purifiers bear the same general altarani form, if not biology. They operate more efficiently when in close proximity to each other, and a Purifier's personality can be uploaded into an empty shell.
Psychology:  The Purifiers have been observed to act more or less like their replicated personalities, at least within the 99th percentile. In short, they act like the Altarani in each way.


Notes: The Purifiers have various types and forms, which they can switch from one to another by uploading their personalities into robotic shells.

Race Name: Strathirites


Homeworld: The Star Temple of Zhakul


Lifespan: Identical to that of the Purifiers.


Reproduction: None. They have to be built with fallen Altarani warriors and sthrathium.


Physiology: The Strathirites are towering metallic constructs piloted by the replicated minds of fallen Altaran warriors(but their true personalities are lost and only their battle rage and tactical prowess is preserved). Usually, 2 or more pilots control it, but at times, exceptional pilots go solo. They stand at 20 feet tall(or more correctly, float), and are made of very dense strathium, a nanocarbonic substance with double the strength of steadium. 


Psychology: The Strathirites are powerful constructs filled only with a desire to eradicate the enemies of the Altaran Race. AS of such, the Strathirites are unyielding to the enemy and are ecstatic to mash the faces of their foes to a pulp.


Notes: They are powerful constructs with high armor and attack power. The Strathirites respectively use a prism cannon and phase blades to destroy their foes.

Before anything, considering your method of travel you have to understand that 30 billion years of sublight travel can go from a corner of the universe to another in a lifetime, which is too much regardless of how much energy your method would spend. I recommend a rewording where you mention how much energy such efficient method of travelling can use, and sincerely, at most go for 'within second as long as it is within the same galaxy'.


I will assume that of those 100k ships that just 50 systems are maintaining, regardless of how automated the systems are, to be mostly fighters and ships of a smaller kind. And that this is considering any possible quick manufacturing abilities because it will be considered cutting corners if you mystically use unmentioned resources to have your ship-number suddenly double at any point in time.


50 systems is far from enough to claim 1/8 of Milky Way's Orion Arm. Add the number of systems that are de facto Eldari else you sincerely can only say that you are somewhere in the Orion Arm. 50k or so systems is my recommendation, even if the number remains small, it can be far more agreeable.


Lastly, just to confirm, you got the Keltaken's permission to say they crushed you right? I mean, your systems are close enough to Sol system for me to wonder if the the humans around there didn't get a war started over that. On the same note, please, append some recent history related to the most recent war at least and Eldari interactions with anyone in their recent history, please.

The correct term is intergalactic!!! Hehehe. The application is accepted. (Though I wouldn't keep those kilowatts there, I mean 100 megawatts isn't that much if you really look well enough the RP, just say that in vaguer 'a lot of energy, some energy, almost no energy' as you aren't giving hard details on the energy production abilities of your ships. And I won't ask for it either, it is better to leave things on a vaguer note than trying to make all of this hard sci-fi.)
