Generally, don't. Not unless you can do it very subtly. One mistake a lot of writers do is clap on a thick accent that makes it incredibly hard for the reader to muddle through. State the character's accent, pick one or two words/phrases/ect to be consistent with (I.e. "Gonna" or "don't fash" ...

I generally have a vague backstory which becomes clearer the more I RP said character. As in, the character tells me what has happened to them the further into RP I get. I almost ever know a character's full story upon first creating them.

That's a one-liner, though. "My mother is a fish" is quite literally a chapter.

May I remind people that an entire chapter can be a single sentence. William Faulkner: "My mother is a fish."
