Sure, that can work. Ideally however, I would suggest making a city as the central point of description, like a capital city or a major trade city such as I've described in The Tower(first post).

Any and all races, whether pre-existing or of your own making are allowed. Basically, the Races and the Worlds involved are interconnected. So, it would be most helpful if you could first create the world, then your character hailing from that world. It's NOT compulsory, however.
