its pretty consistent if you actually think of the material the both textures are made of. the moon ground is made of normal, natural elements in space whereas the test chambers in Aperature science labs that are SPECIFICALLY DESIGNED to test out the Portal gun, with them having walls made of specific materials that you cant make portals on.
