Here is a small lesson in logic.

Definition of Fantasy:

imagination, especially when extravagant and unrestrained.

But, really. This is Fantasy:

Fantasy is a fiction genre that uses magic or other supernatural elements as a main plot element, theme, or setting.

Note that:

"Magic or other supernatural elements"

Not and, but or. As in: It doesn't have to be.

"Other supernatural elements" what's the distinction of that and magic, may I ask?

Before I proceed to explain:

Definition of Supernatural:

of, relating to, or being above or beyond what is natural; unexplainableby natural law or phenomena; abnormal.

--------

Therefore "Supernatural elements," relates to something non-magical, yet above nature.

Definition of Magic:

the art of producing a desired effect or result through the use ofincantation or various other techniques that presumably assure

human control of supernatural agencies or the forces of nature.

--------

NOTE: It says "presumably assure control of supernatural."

As in, it will control supernatural elements.

=====

To sum it up:
Magic is: the ability to control supernatural elements.

Supernatural is: above normal natural law or phenomena; abnormal.

Thus Fantasy can have Supernatural elements, but doesn't have to have Magic.

Duh.
