I wouldn't allow it at all. Magic is a thing that shouldn't be rushed, think of the results of failed or even botched spells. Sometimes the time to cast a spell is equal to the time you need to define the area of effect- should the artifact thus speed you while riding around the area?

I didn't make myself clear: I'm not talking of the Thrown ability but of the wrestling maneuver throw, where the opponent is hurled through the air by his own momentum.
One of my players had an interesting idea today: use the throw maneuver as defense. The rules are not quite clear though, or my English lacks.

I think the weapons add their acc and def ratings while you apply only the stronger one's dmg. At least that's what I would suggest. The Castebook Night containes some Charms on dual wielding, but I don't have it here, so perhaps somebody could take a look?
BTW- can anyone tell me why there's no speed-rating with ranged weapons? I'm pretty shure I knew it once but I didn't do much in Exalted the past couple of years.
